In which, the overall quality, strength, level, and combat readiness of the entire army have been improved, increasingly better meeting the requirements and tasks of protecting the Fatherland in the new situation.
The entire army effectively implemented 3 breakthroughs according to the Resolution of the 11th Party Congress of the Army; focusing on building a revolutionary, regular, elite, and gradually modern People's Army, and some military services, arms, and forces moving straight towards modernization.
Notably, to date, the Vietnam People's Army has basically completed the adjustment of the Army organization to be lean, compact, and strong; the entire army has adjusted over 5,000 organizations, prioritizing troop numbers for units performing combat readiness tasks, border lines, and islands.
At the same time, build a strong reserve force, strong and widespread militia and self-defense forces, operating proactively and effectively.
Previously, at the first Spring Binh Ngo handover conference on February 24, General Phan Van Giang also requested the entire army to continue to complete the Plan to adjust the organization and staffing of the Army for the period 2026-2030.

Strictly maintain regular order, strengthen military control, strictly maintain discipline and order; Strictly protect internal politics, state secrets, and military secrets.
Regarding the adjustment of the organization and staff of the Vietnam People's Army in the period 2025-2030, by the beginning of 2025, the organization of the Vietnam People's Army will basically be lean, streamlined, and strong, exceeding the progress by 1 year compared to Resolution No. 05-NQ/TW in 2022 of the Politburo on the organization of the Vietnam People's Army in the period 2021-2030 and subsequent years.
By February 2025, continuing to implement Resolution No. 05-NQ/TW of the Politburo, Resolution No. 230-NQ/QUTW of the Central Military Commission on adjusting the organization and staffing of the Army in the period 2025-2030 and the following years, the Ministry of National Defense decided to merge the General Department of Logistics, the General Department of Technology and reorganize it into the General Department of Logistics - Technology.
The Ministry of National Defense then continued to report to the Politburo on the plan to adjust and rearrange a number of agencies: Merging the Finance Department, the Planning and Investment Department, the Economic Department, reorganizing into the Finance Department; merging the Military History Institute and the National Defense Strategy Institute, reorganizing into the Vietnam National Defense Strategy and History Institute; merging the Map Department into the Operations Department; merging the Social Insurance of the Ministry of National Defense and the Policy Department, reorganizing into the Social Policy Department.
Many military units were also newly established on the basis of dissolution and merger of old units such as the establishment of Army Corps 34 on the basis of merging Army Corps 3 and Army Corps 4; the establishment of Army Corps 12 on the basis of merging Army Corps 1 and Army Corps 2.
