In particular, the General Staff directs agencies and units to strictly implement the instructions of the Prime Minister, the National Civil Defense Steering Committee and the Ministry of National Defense; strictly maintain the on-duty regime; proactively monitor the situation of storm No. 10; check, review, and move warehouses and warehouses out of dangerous areas; ensure safety for forces and vehicles on duty; mobilize forces and mobile vehicles to respond promptly.
The dispatch also requires reviewing key areas prone to flash floods, landslides, and flooding; proactively evacuating people to safe places; ensuring the safety of important works, works under construction, industrial parks, urban areas, and residential areas.
The General Departments of Logistics - Engineering, Defense Industry, General Department II strengthen direction and inspection of units under their authority; ensure safety of warehouses, factories, weapons and equipment; prepare forces, technical means, rescue and relief materials to support localities in overcoming the consequences.
Assign Military Region 1, 2, 3, 4, 5 to direct the Provincial Military Commands and local Civil Defense Commands to inspect the safety of warehouses, storms, and vehicles; coordinate with local authorities to call on ships and boats to take shelter; organize forces and means to be ready for rescue; and concentrate forces to handle unexpected situations. The Navy and Coast Guard strictly maintain the on-duty regime; ensure the safety of warehouses and vehicles operating at sea; prepare rescue forces and vehicles when ordered.
The Border Guard directs units from Quang Ninh to Thua Thien Hue to maintain on-duty, ensure the safety of warehouses and vehicles; coordinate with local authorities to propagate and call on fishermen and boats to return to shore; do not let vehicles enter dangerous areas; organize rescue and relief forces.
The Air Defense - Air Force, Army Corps 18 strictly maintain the on-duty regime; ensure the safety of warehouses, storms, and vehicles; prepare forces and means to fly for search and rescue, and transport food and provisions when ordered.
The Information and Communications Corps and the Military Industry - Telecommunications Group ensure the safety of the communication system; maintain continuous and smooth information to serve the direction and operation of storm response.
