Military advises on consolidating the National Civil Defense Steering Committee

The General Staff of the Vietnam People's Army (VPA) has advised the Prime Minister to consolidate the National Steering Committee for Civil Defense.

On March 10, General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired a conference of leaders of the Ministry of National Defense working with the General Staff on deploying key tasks for 2026.

The report at the conference presented by Lieutenant General Nguyen Ba Luc - Deputy Chief of the General Staff of the Vietnam People's Army affirmed that in 2025, thoroughly grasping and implementing the Resolution of the Central Military Commission and the direction of the Head of the Ministry of National Defense, the General Staff has synchronously deployed solutions, directing the entire army to strive, overcome difficulties, and successfully complete military and national defense tasks; Some tasks were excellently completed, creating strong changes in all aspects of the army's work.

Along with that, the General Staff has advised the Prime Minister to consolidate the National Steering Committee for Civil Defense and establish the Electronic Information Portal of the National Steering Committee for Civil Defense; and at the same time consolidate the Steering Committee for Civil Defense of the Ministry of National Defense and deploy the civil defense plan for 2026 to ensure strictness. Education and training work are actively implemented, and the quality is gradually improved.

Speaking to direct at the conference, on behalf of the Standing Committee of the Central Military Commission, leaders of the Ministry of National Defense, General Phan Van Giang praised the outstanding results that the General Staff has achieved in the past year, making an important contribution to the Central Military Commission and the Ministry of National Defense completing their tasks in 2025.

Regarding tasks for 2026, General Phan Van Giang requested the General Staff to continue reviewing key tasks for the period 2025 - 2030; Resolution on leading the implementation of military and national defense tasks and building the Army Party Committee in 2026; Full-term working program of the Central Military Commission for the term 2025 - 2030; Work program of the Standing Committee of the Central Military Commission in 2026; Directive on military and national defense work in 2026.

On that basis, focus on directing to concretize into guidelines and plans and implement them drastically and effectively right from the beginning of 2026, creating a strong breakthrough, striving to successfully complete military and defense tasks in 2026 with higher results than in 2025.

General Phan Van Giang also requested the General Staff to focus on directing the improvement of research, forecasting, evaluation and firm grasp of the situation; promptly advise strategically with the Party, State, Central Military Commission and Ministry of National Defense on policies and countermeasures to handle situations, not to be passive or surprised. Effectively implement strategies, Resolutions, Conclusions, Projects and policies and laws that have been promulgated.
