The Ministry of National Defense has issued Consolidated Document No. 34/VBHN-BQP Circular on implementing a number of regimes and policies contributing to caring for retired military officers.
Article 4 of the Circular stipulates the nursing regime. Accordingly, retired military officers at the rank of Major General or higher are issued invitation cards for their families to go for nursing once a year; the remaining subjects specified in Clause 1, Article 2 of this Circular are issued invitation cards for their families to go for nursing every two years at the Military Nursing Team.
Every year, the Ministry of National Defense issues 7,050 invitation cards (80% personal invitation cards, 20% family invitation cards) to invite subjects 2 and below to undergo nursing treatment at military nursing teams; priority order for people with many contributions, people with meritorious services to the revolution, cadres of three periods, people with ranks and positions from high to low.
Retired military officers with invitation slips are arranged with rest rooms as prescribed for officers of the same rank and position currently working; veteran revolutionary cadres, Pre-insurrection cadres, cadres of three periods are arranged with rest rooms as for Colonel-level officers.
Retired military officers are invited to receive nursing care at the military's nursing care unit within a radius of no more than 600km, from their place of residence to the nursing care unit.
Retired military officers have family invitation cards, the number of people accompanying them is no more than 4 people; accompanying people must own vehicles and food money.
Nursing time: For individual invitation cards, it is 10 days; family invitation cards are 7 days.
Subjects of policy application
1. Subject 1:
(1) Officers with the rank of Major General or higher;
(2) Officers with the rank of Colonel, salary level of 668 VND according to Decree No. 235/HDBT dated September 18, 1985 of the Council of Ministers (now the Government) on improving the salary regime of civil servants and armed forces;
(3) Officers holding the rank of Colonel increase their salary for the 2nd time with a coefficient of 7.2 according to Decree No. 25/CP dated May 23, 1993 of the Government temporarily stipulating the new salary regime for civil servants, public administrative and non-business employees and armed forces; or a coefficient of 8.6 according to Decree No. 204/2004/ND-CP;
(4) Officers who are former Commanders, Political Commissars of the Corps; Commanders, Political Commissars of the armed services; Directors of Departments with the function of directing the entire army and equivalent or higher; or have a leadership position allowance coefficient of 0.9 or higher according to Decree No. 25/CP or from 1.1 or higher according to Decree No. 204/2004/ND-CP.
2. Subject 2:
(1) Officers holding the rank of Colonel, salary level of 655 VND according to Decree No. 235/HDBT; Colonel increasing salary for the first time with a coefficient of 6.85 according to Decree No. 25/CP or 8.4 according to Decree No. 204/2004/ND-CP;
(2) Officers who were former Deputy Commanders, Deputy Political Commissars of the army corps; Deputy Commanders, Deputy Political Commissars of the armed services and equivalents; or have a leadership position allowance coefficient of 0.8 according to Decree No. 25/CP or 1.0 according to Decree No. 204/2004/ND-CP.
3. Subject 3: Officers with the military rank of Colonel, Senior Colonel or officers who are former commanders of Divisions or Military Commands of provinces and cities directly under the Central Government and equivalent.
4. Subject 4: Officers with the military rank of Lieutenant Colonel, Major or officers who were former commanders of Regiments, Military Commands of districts (districts) and equivalents.
5. Subject 5: Lieutenant-level officers and other equivalent titles.
6. Professional soldiers, national defense employees with military ranks, or salaries, or position allowance coefficients equivalent to military ranks, or salaries, or position allowance coefficients of any rank are entitled to the regime specified in this Circular as for officers of that rank.
7. In case of resignation from leadership and management positions, cadres are allowed to register and are entitled to regimes and policies for the highest leadership positions that have passed.
