The Vice Chairman of the National Assembly questioned why the sand was so high that people still rushed to auction, paying very high prices.
"Due to inaccurate surveys and stock assessments and poor management, people are auctioning 1 but can exploit it to 2, 3, it is impossible to get a profit from unreasonably high prices" - Vice Chairman analyzed.
From there, this leader believes that if this situation cannot be handled, prices will not stabilize and this is a very important issue in the construction industry.
"We propose to pay attention to reviewing, managing, and handling, in which, although creating favorable conditions for procedures, it must be managed, avoiding loss, waste, and negativity" - Vice Chairman of the National Assembly Nguyen Duc Hai emphasized.
At the meeting, when mentioning the issue of rare earths, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the draft is designing a separate regulatory chapter.
However, according to Mr. Tung, there should be a separate chapter on strategic minerals, including rare earths, to ensure the requirements of a legal framework for institutionalizing the Party's policies, with coverage and assigning the Government to regulate each type of strategic mineral.
Commenting on the draft law amending and supplementing a number of articles of the Law on Geology and Minerals, Chairman of the Delegation Work Committee Nguyen Thanh Hai was concerned about the auction of mines pushing up prices very high, while businesses operating must rely on profits.
At the same time, Ms. Nguyen Thanh Hai said that the draft law needs to pay more attention to sharing benefits with localities and communities where minerals are located.
"For Vo Nhai in Thai Nguyen, there are very large gold mines, but Vo Nhai people have a saying: Sitting in the gold mine is the poorest place" - Chairman of the Delegation Affairs Committee said.
Explaining at the meeting, Acting Minister of Agriculture and Environment Tran Duc Thang emphasized that he will continue to coordinate in reviewing and researching to perfect the regulations.
Deputy Prime Minister Tran Hong Ha stated that this amendment to the law mainly focuses on public investment projects such as highways, central and local projects and a clear scope related to group III and group IV raw materials.
The regulations create flexibility but must control power, protect the environment, avoid profiteering, and clearly understand responsibilities after decentralization and delegation of authority.
Regarding strategic minerals such as rare earths, Deputy Prime Minister Tran Hong Ha said that they must be managed by a special mechanism.
At the same time, there must be a strategy, from the stage of investigation, exploration, exploitation, and processing, there must be regulations and not decentralization to localities.
