Quang Nam rectify public service, stabilize reorganized cadres

The policy of merging administrative units in Quang Nam has received high consensus from the people, but many officials still have concerns.

In early 2025, Quang Nam will merge Nong Son and Que Son districts to establish a new Que Son district; merge 16 commune-level administrative units (AUUs).

After the reorganization of the administrative unit, the number of redundant Quang Nam cadres was quite large, up to 352 people.

Of these, there are 45 cadres and civil servants in the Party, Fatherland Front and socio-political organizations at the district level, 70 cadres, civil servants and public employees (CBCCVC) of the district People's Committee, 40 health care officials; 142 cadres and civil servants at the commune level and 56 part-time workers at the commune level.

According to Mr. Dinh Nguyen Vu - Secretary of Que Son District Party Committee, the issue that the Standing Committee of the District Party Committee of the two localities is most concerned about at present is personnel work. The arrangement of 13 redundant department head-level cadres in all three blocs of the Party, the Front, and the government has not yet been resolved to be both harmonious and serve the development of the locality.

“The cadre work is led by the Party. For a long time, the two localities have been very united internally, but if we do not do a good job in selecting cadres to arrange for department/office heads in the new district, there will be disunity.

The leaders of Nong Son district also admitted that there are thoughts and feelings arising among cadres and party members, especially those holding positions. Therefore, they hope that the province will pay attention to transferring surplus cases to provincial departments or other districts with shortages of staff.

Ms. Tran Thi Kim Hoa - Director of the Department of Home Affairs assessed that selecting officials to hold the position of chief in Que Son district (new) among the current chiefs of Que Son and Nong Son is very difficult.

Do not let staff panic or delay

At the Steering Committee meeting on the arrangement of administrative units in early November 2024, Chairman of the People's Committee of Quang Nam province Le Van Dung emphasized that the selection of department heads in the new district administrative unit must be fair, objective, and democratic. Only then can the spirit of solidarity and unity be promoted in the organization of Que Son district after the merger.

In that spirit, Quang Nam leaders proposed that the Steering Committee on urban development and arrangement of administrative units of the province assign the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to develop detailed and scientific standards and qualifications for department heads and heads of departments of Que Son district (new) to select cadres.

Mr. Luong Nguyen Minh Triet - Secretary of Quang Nam Provincial Party Committee also shared the concerns and worries of the cadres in the arrangement and directed the strict implementation of the central regulations on the arrangement of cadres, to avoid any concerns or unfairness. Strengthen listening, exchanging, and doing a good job of ideological work among cadres; pay attention to resolving policies and regimes for redundant cadres...

“In particular, I would like to note that there should be no confusion, worry, delay, or non-compliance with work hours among civil servants and public employees. We must ensure that all State activities are normal before the merger of public service units. Leaders of Nong Son district should increase reminders and conduct surprise inspections of public services to promptly rectify the situation and prevent people from reporting or giving opinions…” – the Secretary of the Quang Nam Provincial Party Committee directed.
