Merger is inevitable
According to Resolution No. 1241/NQ-UBTVQH15 of the National Assembly on the arrangement of administrative units (ADUs) at district and commune levels in Quang Nam province, period 2023-2025, from January 1, 2025, Nong Son district will officially merge the entire natural area of 471.64 km2, population of 35,438 people into Que Son district.
The people agreed to name the district-level administrative unit after the merger as Que Son district, with a total natural area of 729.10 km2 and a population of 139,566 people. The office is located in Dong Phu town, Que Son district.
Sharing with Lao Dong, Mr. Nguyen Phuoc Son - Chairman of Que Son District People's Committee said that the merger of the two districts is an inevitable trend, meeting the requirements of socio-economic development, effectively exploiting the potential and advantages of the two localities.
“The two districts share the same origin from a previous district. Therefore, merging Nong Son and Que Son districts will not affect national defense, security, and will not greatly affect the production and business activities of the people. The new district will have more advantages in developing tourism from Nong Son,” said Mr. Nguyen Phuoc Son.
According to the merger project, the Provincial Party Standing Committee will decide to establish a new district Party Committee on the basis of merging the existing Que Son District Party Committee and Nong Son District Party Committee; and appoint the new executive committee, standing committee, secretary, and deputy secretaries of the district Party Committee according to the Party Charter, in the first term, 2020 - 2025.
“The new district administrative apparatus will be completed within 30 days from January 1, 2025, according to the provisions of Resolution 35 of the National Assembly,” informed Director of the Department of Home Affairs of Quang Nam, Tran Thi Kim Hoa.
Need to arrange staff reasonably and appropriately
Quang Nam province said that after the reorganization of district-level administrative units, the whole province has up to 352 redundant people (including cadres, civil servants, public employees, commune-level cadres, civil servants; and non-professional commune-level workers). Who goes and who stays is a concern for authorities at all levels, because they have made many contributions to the development of the province.
In addition to the Central Government's support policy, Quang Nam will allocate about 2.2 billion VND to support labor contracts that are eligible for the redundant staff arrangement policy.
"This policy is very humane, demonstrating the province's concern for labor contracts at agencies and units after the arrangement of administrative units in the province, period 2023 - 2025" - the leader of the Department of Home Affairs of Quang Nam assessed.
Working with Nong Son district in October 2024, Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet said that the merged districts of Que Son and Nong Son will have about 39 surplus officials at the head and deputy head levels, including 14 officials at the department head level.
“Deputies can keep their current positions. As for the chief, there must be a plan to calculate who will return to the province, who will return to another locality, who will retire… The two districts must sit down together to implement the most reasonable, equitable, fair and democratic plan.
If there are any problems, then make recommendations to the province to resolve them. The head cannot be demoted to the deputy level, unless the individual cadre wishes to stay and work in the locality" - Secretary of the Quang Nam Provincial Party Committee emphasized.
