At the press conference this afternoon (July 8), Mr. Le Van Anh - Vice Chairman of the People's Council of Quang Ninh province - said that Quang Ninh province is assigning relevant units to develop a project to merge the Ha Long Bay Management Board with the Quang Ninh Monuments and Scenes Management Board.
This newly established board was based on the merger of 3 units, including: Tran Dynasty Relic Site Management Board (under the old Dong Trieu City), Yen Tu National Monuments and Forests Management Board (under the old Uong Bi City) and Bach Dang Special National Historical Relic Management Board (under the old Quang Yen Town), under the Department of Culture, Sports and Tourism of Quang Ninh province.
Currently, the Ha Long Bay Management Board is a department-level agency, under the People's Committee of Quang Ninh province.
The Ha Long Bay Management Board currently has 10 affiliated units with a total of 347 cadres, civil servants and workers. The leadership includes 1 head and 3 deputy heads.
According to Mr. Le Van Anh, according to Resolution No. 88/2017/NQ-HDND dated December 13, 2017 of the People's Council of Quang Ninh province, 11% of the total revenue from selling tickets to visit Ha Long Bay is reserved for the Ha Long Bay Management Board; the remaining 89% is adjusted to Ha Long City.
However, Ha Long City is no longer there, so 89% of the proceeds from selling tickets to visit Ha Long Bay will be transferred to the province for coordination; the remaining 11% will still be transferred to the Ha Long Bay Management Board.
In 2024, total revenue from ticket sales to visit Ha Long Bay will reach more than 900 billion VND.
According to regulations, the management boards of heritages recognized by UNESCO are under the provincial People's Committee; the management boards of remaining relics and scenic spots can belong to the district or department People's Committee.
Vietnam currently has 8 world heritages (2 natural heritages, 5 cultural heritages and 1 mixed heritage).
However, before July 1, 2025, there were 2 world heritage management boards under the district-level People's Committee, including: Hoi An Cultural Heritage Conservation Management Center, under the old Hoi An City and My Son Cultural Heritage Management Board, under the old Duy Xuyen District People's Committee.
At the department level, there is the Trang An Scenic Landscape Management Board and the Nha Ho Citadel Heritage Management Board.
Under the provincial People's Committee, there are the Hue Monuments Conservation Center; Phong Nha - Ke Bang National Park Management Board; Ha Long Bay Management Board and the Thang Long - Hanoi Heritage Conservation Center.
