On August 5, the Department of Agriculture and Environment of Quang Tri province said that the unit will increase and second about 40 professional staff to support the commune-level government in state management of land.
This is an activity to meet the urgent needs of communes, especially in the context that many localities are facing difficulties in implementing management tasks, site clearance, land valuation and handling procedures related to land.
According to the plan, 35 out of 40 cadres will be seconded to 35 communes with high-speed railway lines passing through, where work related to site clearance is being carried out. The remaining officials will support other localities with specific requirements.
The dispatch period is expected to be 3 months, starting this week. The cadres are all young, with expertise and a sense of responsibility, selected from the team of the Department of Agriculture and Environment. Previously, these people participated in a national online training course organized by the Ministry of Agriculture and Environment, updating new regulations on decentralization, delegation of authority and land management authority according to the 2-level local government model.
Along with sending staff to directly support at the facility, the Department of Agriculture and Environment will also establish a Consulting Council to remotely support issues arising in the process of performing tasks. The seconded officers will be the unit to reflect the situation, connecting the facility with the Department to promptly resolve difficulties in land management.
