Continuing the program of the 9th session, on the morning of May 21, Member of the Politburo, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report on the Law on Amending and Supplementing a number of articles of the Law on the Vietnam Fatherland Front, Trade Union Law, Youth Law and the Law on Execution of the Facility.

After that, the National Assembly voted to pass the Resolution of the National Assembly on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Voted to pass the National Assembly Resolution on National Election Day for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.

As scheduled, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term is scheduled to be held on Sunday, March 15, 2026, in accordance with practical requirements.

Therefore, it is necessary to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

To shorten the term of the National Assembly and People's Councils with the above goal, but still have enough time to carry out procedures and processes in election work, the National Assembly Standing Committee proposed that the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term be shortened by 3 months, ending in early April 2026 (instead of July 2026).

After the above contents, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly deputies and People's Council deputies.

On the same afternoon, the National Assembly discussed in groups about:

- Draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots Level.

- Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

- Draft Resolution of the National Assembly replaces Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.
