Continuing the 9th session, the XV National Assembly, on the morning of December 12, Vice Chairman Nguyen Thi Thanh presented the report on shortening the term of the XV National Assembly and the People's Council (People's Council) at all levels for the term 2021-2026.
The Vice Chairman of the National Assembly said that Article 71 of the Constitution of the Socialist Republic of Vietnam stipulates: "The term of each National Assembly is 5 years ... In special cases, if at least two -thirds of the total number of National Assembly deputies decide to shorten or extend its term at the request of the Standing Committee of the National Assembly."
Article 2 of the Law on Organization of the National Assembly stipulates: "The term of each National Assembly is 5 years from the opening of the first session of the National Assembly to the opening day of the first session of the National Assembly next class; ... The National Assembly decided to shorten or extend its term at the request of the National Assembly Standing Committee ...".
Article 5 of the Law on Organization of local governments stipulates: "The term of each People's Council is 5 years from the opening of the first session of the People's Council to the opening day of the first session of the People's Council later ... The shortening or extending the term of the People's Council decided by the National Assembly at the request of the National Assembly Standing Committee".

According to the Vice Chairman of the National Assembly, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will be elected on Sunday, May 23, 2021; the first session of the National Assembly will open on July 20, 2021 and People's Councils at all levels will also open around this time.
According to the provisions of law, by July 20, 2026, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will end their term and by May 24, 2026, the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be elected.
However, based on the Party's policies and practical requirements, it is necessary to shorten the time between the National Party Congress and the first session of the new National Assembly and the People's Council to promptly perfect senior personnel.
At the same time, implement the assignment of members to the new term to ensure consistency, comprehensiveness, continuity, and connectivity of key cadres in Party, State, Government, Fatherland Front, and socio-political organizations, at the same time, Party committees at all levels for the new term promptly implement the Resolution of the 14th National Party Congress and Party Congresses at all levels.
Based on the provisions of the Constitution and the law, to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, after careful, thorough and comprehensive consideration, the National Assembly Standing Committee found that:
The election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, scheduled to be held on Sunday, March 15, 2026, is in line with practical requirements.
Therefore, it is necessary to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
To shorten the term of the National Assembly and People's Councils with the above goal, but still have enough time to carry out procedures and processes in election work, the National Assembly Standing Committee proposed that the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term be shortened by 3 months, ending in early April 2026 (instead of July 2026).
