The National Assembly finalizes spending 44,000 billion VND for cadres and civil servants to streamline the apparatus

The National Assembly resolved to add 44,000 billion VND to pay for regimes and policies for cadres, civil servants and public employees when streamlining the apparatus.

On the morning of May 17, continuing the 9th Session, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a submission (supplement) on adjusting and supplementing the state budget estimate for 2025.

One of the notable contents is the addition of the central budget estimate for 2025 to pay regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus.

The Government submitted to the National Assembly to allow the use of 15,710 billion dong of salary reform funding to adjust the base salary in 2024 to transfer the source to 2025 to supplement the estimates for ministries, central agencies and localities to pay the regime and policies for those specified in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

Allow the addition of VND 28,290 billion to the central budget revenue estimate (chromosome) in 2025 from the cumulative source for the salary reform of the chromosome, and the corresponding additional estimate of the chromosome expenditure in 2025 to supplement the estimate for ministries, central agencies and localities to pay the regime and policies for those specified in Decree No. 178/2024/ND-CP and Decree No. 67/ND-CP of the Government mechanism Currently wage reform.

The Government is assigned to organize the implementation of the above-mentioned VND 44,000 billion budget according to the provisions of the State Budget Law (amended and supplemented in Law No. 56/2024/QH15).

In case the above-mentioned VND 44,000 billion is fully utilized, the Government shall submit to the National Assembly to allow the Government to use the remaining salary reform expenditure accumulation of the State budget in 2024 for supplementation.

After that, with 436/438 delegates participating in the vote, the National Assembly passed a resolution on adjusting and supplementing the state budget estimate for 2025.

The National Assembly resolved to adjust and supplement the central budget estimate for 2025 to pay regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus as prescribed in Decrees No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government according to the mechanism for implementing salary reform.

Accordingly, using the salary reform budget to adjust the central budget's 2024 basic salary with a surplus transferred to 2025 of VND 15,710 billion to help the Government supplement the spending estimate for ministries, central agencies and localities to carry out tasks.

Supplement the central budget revenue estimate for 2025 of VND 28,290 billion from the central budget's salary reform accumulation source, and at the same time, supplement the corresponding central budget expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central agencies and localities to carry out tasks.

In case the arising funding demand exceeds the level, the Government is allowed to use the central budget's salary reform accumulation to implement.

Assign the Government to urgently organize implementation, ensure compliance with policies, regimes, standards, spending norms, correct purposes, savings, efficiency, avoid loss and waste, and comply with regulations.
