On the afternoon of April 3, the Secretary General of the National Assembly held a press conference on the draft program of the First Session, 16th National Assembly.
At the press conference, Mr. Nguyen Van Hien - Deputy Chairman of the National Assembly Office said that the First Session will hold a preparatory session on the afternoon of April 5; opening on the morning of April 6, 2026 and expected to close on April 23, 2026.
The total working time of the Session is expected to be about 11 days, divided into 2 phases (Phase 1: from April 6 to April 12; Phase 2: from April 20 to April 23, 2026 and contingency days April 24 and 25, 2026).
According to Mr. Hien, at this session, the National Assembly will consider and decide on organizational structure and personnel; 8 draft laws, 1 legal normative resolution; 5 groups of contents on socio-economics, finance, budget, supervision and other important issues; at the same time, there are 9 groups of contents that agencies will submit reports for National Assembly deputies to study.
For some important and urgent contents that need to be submitted to the National Assembly at the First Session to promptly implement resolutions and conclusions of competent authorities, or to immediately resolve urgent issues, problems, and inadequacies arising from practice, the National Assembly Standing Committee has requested the Government to direct the urgent preparation of dossiers in accordance with regulations, ensuring quality and promptly sending dossiers to the National Assembly's agencies for research and organization of appraisal" - Deputy Chairman of the National Assembly Office emphasized.
The National Election Council will report on the summary of the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term; results of confirming the status of National Assembly deputies of the 16th term.
Regarding organizational and personnel work, the Deputy Chairman of the National Assembly Office said that organizational and personnel work is the central content of the First Session, 16th National Assembly.
The National Assembly will spend about 2.5 working days to consider and decide on the organizational structure and personnel as follows:
The National Assembly will consider and decide on the number of members of the National Assembly Standing Committee; elect the Chairman of the National Assembly, Vice Chairman of the National Assembly, Member of the National Assembly Standing Committee; elect the Chairman of the Ethnic Council, Chairman of the National Assembly Committee, State Auditor General, Secretary General of the National Assembly - Chairman of the National Assembly Office.
The National Assembly proceeds to elect the President, Prime Minister, Vice President, Chief Justice of the Supreme People's Court, and Chief Procurator of the Supreme People's Procuracy.
The National Assembly will also decide on the structure of the number of Government members; approve the proposal to appoint Judges of the Supreme People's Court; approve the appointment of Deputy Prime Ministers, Ministers and other members of the Government; approve the list of Vice Chairmen and members of the National Defense and Security Council.
According to the provisions of the 2013 Constitution, immediately after being elected by the National Assembly, the Chairman of the National Assembly, the President, the Prime Minister, and the Chief Justice of the Supreme People's Court will perform the Oath-taking ceremony before the National Assembly.
At the press conference, answering reporters' questions about the preparation for the personnel of the 16th term, Deputy Chairman of the Delegate Affairs Committee Ta Thi Yen said that this content has been carried out very closely, methodically, in accordance with procedures and achieved high consensus.
Based on the provisions of the Constitution as well as the law, the Politburo has developed an overall plan on the organizational structure and introduced personnel for key leadership positions of the State to report to the Central Executive Committee for consideration and comments. After that, these contents have been completed to submit to the National Assembly for decision according to its authority. With the mechanism of Party leadership, State management and people as masters, the National Assembly elects and approves state leadership positions at the First Session.
According to Ms. Ta Thi Yen, this is very important. Because this is the consolidation of the high-level leadership apparatus of the State, ensuring stability, continuity and smoothness in the operation of the political system after elections. This process clearly demonstrates the role of the National Assembly as the highest representative body of the people and the highest state power body, directly deciding on important issues of the country for key leadership positions.
