On the afternoon of April 1st, in Hanoi, the National Assembly Standing Committee (NASC) opened its 56th session.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man shared that this is the last session of the Committee in the 15th term and is coordinating with the Government to prepare the contents for the First Session, 16th National Assembly.
According to the National Assembly Chairwoman, at this session, the NASC will give opinions on many contents.
In which, opinions were given on the draft Law amending and supplementing a number of articles of the Law on Social Insurance. This is a draft law with widespread impact, directly related to workers and the social security system.
The draft law is already in the 2026 legislative program. However, the Government's dossier is submitted late. If it is in accordance with the Law on Promulgation of Legal Documents, as agreed by the National Assembly Standing Committee and the Government, it does not guarantee progress.
But due to practical requirements, the NASC decided to bring it to this session for consideration, if conditions are met, to submit to the National Assembly at the First Session.
The National Assembly Chairwoman emphasized that the quality requirement must be put first and requested the NASC to consider and carefully and fully assess the impact, ensuring the feasibility, stability and long-termness of the policy.
Also at the meeting, the NASC gave opinions on 5-year plans for the 2026-2030 period, socio-economic plans, national financial plans and public debt borrowing and repayment, and medium-term public investment plans.
These are issues of particularly important significance, policy decisions orienting the country's development in the next 5 years.
These contents have been considered and commented on by the Central Party Committee at the 2nd Central Conference, and the National Assembly has considered, decided, and institutionalized them into resolutions.
The National Assembly Chairwoman requested the NASC to give in-depth and thorough opinions, especially on major goals, large balances, important targets, to ensure this plan, fully institutionalize the Party's guidelines and orientations, be truly feasible, with focus and key points, with priority order, avoiding spreading and formalism.
Along with that, the NASC gave opinions on the Government's annual reports related to the situation and results of the socio-economic development plan and state budget for 2025 and the first months of 2026.
The work of practicing thrift and combating wastefulness in 2025; state finance; state budget finalization in 2024.
Another particularly important content, the session will give opinions on preparing personnel organization work to submit to the First Session, 16th National Assembly.
These contents must be prepared very carefully and cautiously, ensuring the correct procedures, regulations, orientations of the Party, in accordance with legal regulations, ensuring standards, conditions, and reasonable structures, meeting the requirements of tasks in the new period" - the National Assembly Chairwoman proposed.
The NASC will also give a final opinion on the preparation for the First Session of the 16th National Assembly and the conditions to ensure the operation of the National Assembly in the coming time.
At the same time, giving opinions on the report on the results of the 2025 supervision program implementation and the first months of 2026, and the expected 2027 supervision program to be submitted to the National Assembly; considering, giving opinions, and deciding on some contents under their authority.
