The Deputy Prime Minister requested the Ministry of Home Affairs to urgently complete the dossier to submit on the project on organizational structure and members of the Government, to be completed before March 30.

On the afternoon of March 17, in Hanoi, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra worked with leaders of the Ministry of Home Affairs on the implementation of tasks in 2026, and at the same time oriented many key and urgent tasks in the coming time.

One of the key and urgent tasks that the Deputy Prime Minister emphasized is that the Ministry of Home Affairs urgently completes the dossier to submit to the Government and the National Assembly on the project on organizational structure and members of the Government, ensuring completion progress before March 30. 3.

At the same time, identifying 2026 as the year to focus on implementing the theme: Improving the quality and efficiency of local government operations, especially at the grassroots level. This is a key and consistent task, requiring the Ministry of Home Affairs to prioritize resources, deploy synchronously, comprehensively and drastically.

Along with that, it is necessary to review all conclusions of the Politburo from July 2025 to date, clearly identify outstanding tasks to focus on thoroughly handling them.

Another important task is to urgently assess the implementation of decentralization and delegation of power of ministries and sectors to local authorities.

On that basis, contents that localities do not implement effectively should be considered for adjustment. Contents that are still problematic must be specifically and clearly guided by procedures, even "holding hands and guiding" for localities to implement.

Especially in fields such as construction and land, the Ministry of Home Affairs needs to proactively advise and request relevant ministries such as the Ministry of Construction and the Ministry of Agriculture and Environment to specifically guide the order and procedures for localities to implement arising tasks, ensuring smooth implementation.

In addition, it is necessary to review and improve the system of related decrees, focusing on the fields of: Civil servants and public employees; employment; organizational structure; payroll, local government; labor - wages.

Government leaders gave an example of Decree No. 370/2025/ND-CP of the Government, the Ministry of Home Affairs needs to guide localities to deploy flexibly, avoid rigid application, ensure compliance with the reality of each locality, and at the same time still maintain room for adjustment when necessary.

The Decree stipulates the framework number of professional departments under the commune-level People's Committee, averaging about 4-5 organizations.

However, according to the Deputy Prime Minister, it is not necessary to organize identical professional departments simultaneously in all localities. Some places do not need to establish new departments; on the contrary, if there is a real need, then consider supplementing.
