On December 16, Politburo member and National Assembly Chairman Tran Thanh Man chaired the second meeting of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that in February 2025, the National Assembly will hold the 9th extraordinary session to discuss and decide on the organizational structure of the National Assembly agencies, agencies under the National Assembly Standing Committee, and Government agencies after the reorganization.
Amending and supplementing a number of articles of the Law on Organization of the National Assembly, the Law on Organization of the Government and the Law on Organization of Local Government...; giving opinions and deciding on a number of other important issues related to the arrangement and streamlining of the apparatus of the political system.
The National Assembly Chairman stated that the process of arranging and streamlining the apparatus at the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and the Office of the National Assembly is based on the principle that the arrangement must ensure that the apparatus is truly "streamlined - compact - strong - effective - efficient - effective", not mechanically arranged; in accordance with the motto of the Central Government taking the lead and the localities responding.
The National Assembly Chairman requested that delegates attending the meeting focus on giving specific opinions on each content of the draft submission and report, and complete the report to submit to the National Assembly Party Delegation for comments, in order to promptly report to the Politburo on time, before December 31, 2024.
At the meeting, Head of the Delegation Affairs Committee Nguyen Thanh Hai presented the draft Report summarizing the implementation of Resolution No. 18-NQ/TW and the draft Proposal on streamlining the apparatus of agencies under the National Assembly Standing Committee and the National Assembly Office.
After the merger and streamlining, it is expected that the number of focal points of the National Assembly agencies, agencies under the National Assembly Standing Committee, departments and units of the National Assembly Office will decrease by more than 30%.
In his closing speech, the National Assembly Chairman suggested that the arrangement and streamlining of the apparatus must closely follow the direction of the Central Committee; at the same time, on the basis of fully absorbing the opinions of the Steering Committee members, it is necessary to carefully consider, inherit and promote the achieved results.
National Assembly Chairman Tran Thanh Man said that it is necessary to do a good job of ideological work for cadres, civil servants, public employees, and workers, and clearly understand that this is a revolution in streamlining the organization and apparatus of the political system.
It is especially necessary to focus on propaganda work, creating consensus and unity in the process of arranging and perfecting the organizational apparatus.
Urgently review, amend and supplement laws and resolutions related to organizational structure and regimes and policies for cadres, civil servants and public employees.
The National Assembly Chairman requested that the Delegation Work Committee take the lead in coordinating with relevant Committees and agencies to carefully calculate and ensure that the transfer of tasks is appropriate, in line with the spirit of the Party's Resolutions, and that the agencies after being reorganized and streamlined have appropriate functions and tasks, and operate effectively and efficiently...
The National Assembly Chairman proposed that the arrangement of the Committees must be consistent with the provisions of the Constitution, covering all functions and tasks assigned by the Constitution to the National Assembly and the National Assembly Standing Committee.
The division of areas of responsibility of each Committee after the arrangement must be scientific, reasonable, and ensure a balance of workload among the Committees.
The transfer of functions and tasks between Committees must correspond to the transfer of personnel in charge of performing those tasks to ensure that after the arrangement, agencies immediately begin their assigned tasks, without interruption or gaps.
After the meeting, the National Assembly Chairman requested that the Steering Committee assign agencies to urgently carry out a number of specific tasks, ensuring progress and quality, to be completed before December 18, 2024, and to send them to the Delegation Work Committee for collection.
