On the afternoon of September 15, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Committee, National Assembly Chairman Tran Thanh Man and Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh co-chaired the Conference between the National Assembly Party Committee Standing Committee and the Government Party Committee Standing Committee on the 10th Session of the 15th National Assembly.
The conference was attended by Politburo members: Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh.
In his opening speech, National Assembly Chairman Tran Thanh Man stated that this conference is of great significance to prepare for the 10th Session - the final session of the 15th National Assembly with a huge workload and many important tasks.
Promoting the results achieved in previous Sessions, the Conference was held early to review the progress and quality of preparation for the contents to be submitted to the National Assembly.
The National Assembly Chairman said that the 10th Session will open on October 20, 2025 and is expected to close on December 12, 2025.
Accordingly, the session is expected to not be held in 2 sessions like in recent sessions but to arrange a time for continuous meetings to focus on 1 session to complete the work of the session early, creating conditions for agencies and localities to carry out year-end activities, preparing many important tasks for 2026.
The National Assembly Chairman said that up to this point, it is expected that at the 10th Session, the National Assembly will consider and decide on 45 draft laws and resolutions under legislative work (of which 43/45 projects are submitted by the Government); 13 groups of contents on socio-economics, state budget, supervision and decision on other important issues of the country.
At the same time, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study.
The National Assembly Chairman requested the Standing Committee of the Government Party Committee and the Standing Committee of the National Assembly Party Committee and relevant agencies to review and clearly identify the progress of preparing the contents to have a specific plan, ensuring the completion of the set tasks.
For some projects not yet included in the legislative Program, do not carry out the review and addition process to the 2025 legislative Program, but the agencies focus on completing the dossier and immediately send it to the National Assembly agencies for review and submission to the National Assembly Standing Committee for comments, if eligible, it will be included in the expected Session program.
National Assembly Chairman Tran Thanh Man also suggested that delegates agree on the spirit of amending and supplementing the contents that are very urgent and need to be amended and supplemented according to the shortened process in the 10th Session to be added to the Session Program. If submitted according to the process at two sessions, it will not be submitted at the 10th Session.
The National Assembly Party Committee Standing Committee, the Government Party Committee Standing Committee and representatives of agencies, discussed frankly and gave opinions on important contents, preparation progress and quality of documents.
At the same time, propose solutions to ensure the session achieves the highest results; discuss more carefully about major issues with different opinions, what should be consulted with competent authorities.
According to the National Assembly Chairman, the National Assembly Party Committee and the Government Party Committee must be determined to fully implement the issues that the Party has issued a resolution on.
