On the afternoon of September 12, the National Assembly Standing Committee continued the 49th Session to give opinions for the second time on the preparation for the 10th Session of the 15th National Assembly.
Reporting on a number of issues on the preparation for the 15th National Assembly, General Secretary and Head of the National Assembly Office Le Quang Tung said that it is expected that at the 10th Session, the National Assembly will review and decide on 43 draft laws and resolutions under the legislative work; 12 groups of contents on socio-economics, State budget, supervision and other important issues.
In addition, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study.
Thus, compared to the expected report to the National Assembly Standing Committee at the July session, the National Assembly Office proposed to add 27 contents to the expected session agenda, while adjusting the scope of amendments, names and approval time for 4 contents; withdrawing 1 content from the agenda.
Specifically, among the 15 draft laws added to the expected 10th Session program are the Law on Cyber Security (comprehensive amendment of the Law on Cyber Security and comprehensive amendment of the Law on Cyber Information Security into 1 law); Law on State Secrets Protection (amended); Law on Personal Income Tax (amended); Law on Savings, Anti-waste; Law on Civil Servants (amended); Law on E-commerce...
5 contents are added to the program because the Government has submitted a proposal and is being considered for addition to the 2025 legislative program, including: Law on Construction (amended); Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning; Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment; Law on amending and supplementing a number of articles of the Law on Geology and Minerals; Law on amending and supplementing a number of articles of the Land Law.
Add 2 other contents under the authority, which need to be submitted to the National Assembly at the 10th session, including: Considering and deciding on the investment policy of the National Target Program on New Rural Development and Sustainable Poverty Reduction for the period 2026-2035 and considering and deciding on personnel work under its authority.

Secretary General of the National Assembly Le Quang Tung said that the content of "reviewing and deciding to adjust the National Land Use Plan for the period 2021-2030, with a vision to 2050" will be withdrawn from the session agenda, because after the National Assembly passed the Law amending and supplementing a number of articles of the new Land Law and the Law on Planning (amended) to ensure a full legal basis for the implementation of adjusting the National Land Use Plan.
According to Mr. Le Quang Tung, the National Assembly Office plans to have a total working time of the National Assembly at the 10th Session of about 42 days, and at the same time, requested the opinion of the National Assembly Standing Committee on 2 options for time allocation.
Option 1, the session will be held in 2 sessions with a break of 8 days between the 2 sessions (as usual in recent sessions). Phase 1 is 28 days (from October 20 to November); Phase 2 lasts 14 days (from December 1 to December8; reserve on December 19).
Option 2, the National Assembly will meet continuously to make the session end early (expected to close on December 12. Provision on December 13), creating conditions for agencies and localities to have more time to carry out year-end activities, complete the end-of-term contents as planned and prepare for 2026.
Emphasizing that the 10th Session is the year-end session and also the end of the term, so the expected workload submitted to the National Assembly is very large, the Secretary General of the National Assembly suggested that the Government urgently review carefully, submit to the National Assembly for consideration and decision on truly urgent contents, in order to meet the urgent requirements of practice; ensure timeliness and progress.
