On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 339-QD/TW of the Secretariat on the use of the Electronic Party Members Handbook application.
Regulation 339-QD/TW stipulates the purpose, requirements, content, principles and methods of implementing the use of the Electronic Party Members' Handbook application in the digital environment (called the Electronic Party Members' Handbook).
The regulation states that the Electronic Party Committee Handbook is for official Party members and reserve Party members, Party committees and Party cells throughout the Party.
According to regulations, the application of the Electronic Party Committee Handbook supports Party members in Party activities; accurately and promptly provides documents and papers of the Party, State, Party committees and organizations to Party members in studying resolutions, performing Party member duties; improving the capacity, qualifications, courage, ethics, fighting spirit, and the responsibility to set an example for each Party member.
This is also a two-way communication channel between the Party Committee and Party members; improving the effectiveness and efficiency of leadership, direction and quality of activities of the Party Committee and Party organization in a modern and professional direction, completing the goal of national digital transformation.
The content of the Electronic Party Committee Handbook application includes many features. In which, the preliminary list of party members will include the following information: Full name, date of birth, gender, date of admission to the Party, official date, number of party membership card, Party cell membership, citizen identification number, phone number.
The electronic handbook for Party members will have the function of supporting Party cell and Party members in preparing for Party cell meetings, regular Party cell meetings, and thematic activities, including: announcements of Party cell meetings; reports on Party members' absences; statistics of Party members participating in Party committee-level activities; Party cell meetings; Party cell meetings documents sent to higher-level Party Committees.
The Electronic Party Committee Handbook application is expressed in Vietnamese; used through a web application on a computer or through an application on a mobile device.
According to Regulation 339-QD/TW, the Central Party Committee's Electronic Party Member Handbook application is used consistently throughout the Party. Information on the Electronic Party Member Handbook application must comply with Party regulations and State laws.
When using this application, Party members, Party committees and Party cells must strictly implement the contents of the Electronic Party Members Handbook application and in accordance with the correct decentralization, authority and regulations of the Party.
