On August 2, according to the Electronic Information Portal of the Communist Party of Vietnam, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period.
According to the Directive, the Secretariat requires Party committees, Party organizations, cadres and Party members to deeply grasp the meaning and importance of Party cell activities, considering this a political order.
Party cell activities are a place to educate, foster revolutionary ideals, train political will, ethics, and lifestyle for Party members, and a place to implement the Party's policies and resolutions into concrete and practical actions in each field of work and practical life; a bridge between the Party and the People, grasping the thoughts and aspirations of the masses.
Each Party Committee, Party organization and Party member team must determine Party cell activities and Party activities as the most important meetings, strictly implement the Party activities regime according to the Party Charter, ensure the duration of Party cell and Party Committee activities; maintain the Party cell activities, unify Party cell activities throughout the 3rd of each month (if on holidays or special cases in the first week of the month); absolutely do not hold Party cell meetings combined with other meetings. Resolutely rectify and completely overcome the limitations in Party cell activities that have lasted for many years.
The Secretariat's Directive also clearly states the fundamental and comprehensive innovation of the content and forms of Party cell activities in a practical and effective manner, in accordance with the regulations and instructions of superiors, in accordance with each type of Party cell, especially in remote, isolated, border, island areas, ethnic minority areas, private enterprises, and foreign-invested enterprises.
The content of the activity must be discussed carefully and in depth, solving the tasks that belong to the functions and tasks of the Party cell. Through the Party cell's activities, it promptly grasps the thoughts of cadres and Party members, promptly detects and resolves difficulties and problems, new problems, and complex problems arising from the grassroots.
Organize a thematic activity, at least once a quarter. The content of the topics must be carefully prepared, practical, closely following the tasks of each type of Party cell, associated with studying and following Ho Chi Minh's ideology, morality, and style; on practicing thrift, thrift, integrity, fairness, impartiality, preventing and combating corruption, waste, and negativity; on Party building, building the political system; on revolutionary education, local development tasks, the effectiveness of professional work of agencies and units and other related contents; focusing on in-depth discussions to propose tasks and solutions with high feasibility.
Regularly update and include new and important leadership and direction views and contents of the Party and the General Secretary in periodic and thematic activities; focus on researching and studying resolutions, Party Charter, and glorious history of the Party in Party cell activities.
Continue to implement Instruction No. 03-HD/TW, dated December 27, 2022 of the Secretariat on piloting online party activities in grassroots party committees, party cells with special characteristics or in special circumstances and operating in party groups in Party cells with many Party members until there are new regulations and instructions from the Central Committee.
The pilot implementation must ensure compliance with the principles of organization and operation of the Party, improve leadership capacity, fighting strength of the Party organization and the quality of Party cell activities.
