The Conclusion clearly states that Party committees and organizations from the central to local levels need to fully and more deeply recognize the position, role and importance of grassroots Party organizations; strengthen leadership and direction to consolidate, improve and improve the quality of activities of grassroots Party organizations, meeting the requirements and tasks in the new situation. Periodically review and evaluate the activities of grassroots party organizations under their management to lead and direct promptly and effectively.
Provincial Party Committees, city Party Committees, and Party Committees directly under the Central Government urgently lead and direct the improvement of the organization of administrative agencies and public service units of the State, on that basis, arrange party organizations in a unified and synchronous manner to operate in a disciplined, effective and efficient manner. Focus on leading and directing grassroots party organizations to organize congresses for the 2025-2030 term in accordance with Directive No. 45-CT/TW and the conclusions of the Politburo (completed in July 2025).

Party committees and organizations continue to lead and direct grassroots party organizations to do a good job of political and ideological education for cadres, party members, civil servants, public employees, and workers, promptly handling issues arising in ideology during the operation of the new organizational apparatus.
seriously study, thoroughly grasp, and effectively implement resolutions and directives of the Central and the higher-level Party Committees, concretizing them into specific tasks, suitable for each type of grassroots Party organization, creating high consensus and unity in the implementation process.
Strengthen inspection, supervision, and discipline of the Party, prevent and combat corruption, waste and negativity; improve the effectiveness of Party member development, management, review and screening of Party members to ensure quality.
The Central Party Office shall preside over and coordinate with agencies to urgently deploy electronic applications and software (especially electronic party member handbooks with electronic document management systems) to implement synchronously and consistently nationwide.
The Central Organizing Committee advised the Secretariat to issue directives and relevant documents; timely issuance of new party membership cards (completed in September 2025) to serve the Congress.
The Ho Chi Minh National Academy of Politics shall preside over and coordinate with agencies to continue developing and perfecting training programs, training content, and fostering in-depth knowledge and professional skills in Party work for grassroots Party organizations, especially at the commune, grassroots and Party cell levels.
Provincial and municipal Party Committees focus on leading and directing the consolidation, improvement and improvement of the quality of activities of grassroots party organizations at the commune level; completing the transfer of party organizations and party members according to regulations; strengthening guidance, inspection and supervision to ensure that grassroots party organizations at the commune level operate in accordance with the Party Charter, regulations and instructions of the Central Government.
