The Government has just issued Decree No. 199/2026/ND-CP stipulating policies to support service for leadership titles and positions under the management of the Politburo and the Secretariat and titles and positions according to ranks in the People's Police; titles and positions according to military ranks in the People's Army.
Subjects of application
1. Positions, groups of titles, leadership positions of the political system, including:
a) Leadership titles and positions under the management of the Politburo according to Regulation No. 368-QD/TW include:
Level 1:
- Official Member of the Party Central Committee (Reserve Central Committee Member currently holding a working position is determined for rank and enjoys regimes and policies according to the position being held).
- Deputy Chairman of the Central Inspection Committee, deputy head of the Party Committee at the Central level, Deputy Chief of the Party Central Committee Office (a member of the Party Central Committee).
- Member of the National Assembly Standing Committee (General Secretary, Chairman of the National Assembly Office; Chairman of the Ethnic Council, Chairmen of National Assembly Committees), State Auditor General.
- Minister and head of ministerial-level agencies, Chairman of the Presidential Office.
- Vice Chairman - Secretary General of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Committee of the Vietnam Fatherland Front is the head of socio-political organizations at the Central level.
- Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine.
- Provincial Party Secretary, City Party Secretary.
- Deputy Secretary of the Party Committee of 4 Party committees directly under the Central Government (Central Party agencies; Government; National Assembly; Fatherland Front, central mass organizations); Deputy Secretary of the Hanoi Party Committee, Ho Chi Minh City Party Committee (as a member of the Party Central Committee).
- Chairman of the People's Council, Chairman of the People's Committee of Hanoi City, Ho Chi Minh City.
Level 2:
- Deputy Chairman of the Central Inspection Committee (not a member of the Party Central Committee).
- President of the Vietnam Academy of Social Sciences, President of the Vietnam Academy of Science and Technology.
- General Director of Vietnam News Agency, General Director of Voice of Vietnam Radio, General Director of Vietnam Television.
b) Leadership titles and positions under the management of the Secretariat according to Regulation No. 368-QD/TW include:
Level 1:
- Deputy Head of Party Committee, Party agency at the Central level (not a member of the Party Central Committee).
- Deputy Director of the Ho Chi Minh National Academy of Politics.
- Deputy Chief Justice of the Supreme People's Court, Deputy Chief Procurator of the Supreme People's Procuracy, Deputy Head of the Presidential Office.
- Member of the Central Inspection Committee.
- Vice Chairman of the Ethnic Council, Deputy Chairman of National Assembly Committees, Deputy Chairman of the National Assembly Office, Deputy State Auditor General.
- Deputy Minister, deputy head of ministerial-level agency.
- Deputy Editor-in-Chief of Nhan Dan Newspaper, Deputy Editor-in-Chief of Communist Magazine.
- Vice President of the Central Committee of the Vietnam Fatherland Front.
- Deputy Heads of socio-political organizations at the Central level (Vietnam General Confederation of Labor, Vietnam Women's Union, Vietnam Farmers' Union, Vietnam Veterans Association).
- Deputy Secretary of the Provincial Party Committee, City Party Committee; Chairman of the People's Council, Chairman of the Provincial and City People's Committee.
- Full-time Deputy Secretary of 4 Party committees directly under the Central Government (Central Party agencies; Government; National Assembly; Fatherland Front, central mass organizations).
- Chairmen of mass organizations assigned tasks by the Party and State at the Central level, including: Vietnam Chamber of Commerce and Industry Federation, Vietnam Union of Science and Technology Associations, Vietnam Union of Literary and Art Associations, Vietnam Union of Friendship Organizations, Vietnam Union of Cooperatives, Vietnam Journalists Association, Vietnam Writers' Association, Vietnam Red Cross Society, Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Association of the Elderly.
- Director - Editor-in-Chief of the National Political Publishing House Truth.
- Director of Hanoi National University, Director of Ho Chi Minh City National University.
- Assistant to key leaders of the Party and State.
- Vice Chairman of the Central Theoretical Council.
Level 2:
- Head of the National Assembly delegation of provinces and cities.
- Judge of the Supreme People's Court, Prosecutor of the Supreme People's Procuracy.
- Assistants of Politburo and Secretariat members.
Level 3:
- Assistants of: Chairman of the Central Committee of the Vietnam Fatherland Front; heads of central party committees and agencies; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Deputy Chairman of the National Assembly; Chief Justice of the Supreme People's Court; Chief Procurator of the Supreme People's Procuracy (not a member of the Politburo, member of the Secretariat).
- Permanent Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
2. Positions and positions of leadership, management, and command in the People's Police, including:
a) Officers with the rank of Senior General and titles and positions with the highest rank being Senior General;
b) Officers with the rank of Lieutenant General and titles and positions with the highest rank of Lieutenant General;
c) Officers with the rank of Major General and titles and positions with the highest rank of Major General.
3. Titles and positions of leadership, management, and command in the People's Army, including:
a) Senior Lieutenant General, Admiral of the Navy and titles and positions with the highest military rank being Senior Lieutenant General;
b) Lieutenant General, Deputy Admiral of the Navy and titles and positions with the highest military rank being Lieutenant General;
c) Major General, Rear Admiral of the Navy and titles and positions with the highest military rank being Major General.
Level of service support
1. The level of 2,700,000 VND/month applies to the group of titles and positions specified in point a, clause 1, point a, clause 2, point a, clause 3 mentioned above.
2. The level of 2,000,000 VND/month applies to the group of titles and positions specified in point b, clause 2, point b, clause 3 mentioned above.
3. The level of 1,350,000 VND/month applies to the group of titles and positions specified in point b, clause 1, point c, clause 2, point c, clause 3 mentioned above.
