From June 15, Decree No. 92/2025/ND-CP regulating the regime and policies for senior experts, applied to Party and State agencies at the Central level officially took effect.
According to the decree, the subjects of application include cadres, civil servants, public employees; retired people; people working outside the political system (not under the payroll of agencies and organizations in the political system), including both Vietnamese and foreigners.
Senior experts must meet the standards and conditions according to Regulation No. 180-QD/TW dated July 11, 2024 of the Secretariat.
Regarding policies and regimes, senior experts who are cadres, civil servants, and public employees will, when appointed, stop holding old job positions and will be paid according to the senior expert salary table issued with Decree No. 204/2004/ND-CP.
Accordingly, in case of holding a leadership or management position with a position allowance coefficient of 0.9 or lower or not holding a position, the salary will be ranked at level 1 (coefficient 8.80) and enjoy the equivalent regime of Senior Leadership Assistant.
In case of an allowance coefficient of 1.0 to 1.25 will be ranked at salary level 2 (coefficient 9.40) and enjoy the regime equivalent to the position of Deputy Minister. In case of an allowance coefficient of 1.30 or higher, the salary will be ranked at level 3 (coefficient 10.0) and enjoy the regime equivalent to the title of Minister.
If the new salary coefficient is lower than the total old salary coefficient, senior experts will enjoy the reserve difference coefficient.
Based on work efficiency and financial capacity, agencies employing senior experts can also apply other regimes and policies such as bonuses and support for working conditions
