The Decree clearly states that the Vietnam News Agency is a government agency, a national news agency, a multi-medium media mainstream media agency, performing the function of posting and distributing information and official documents of the Party and State; providing information to serve the requirements of the Party's leadership and the State's management; disseminating information to serve mass media agencies, the public and other domestic and foreign entities.
The Vietnamese news agency's Vietnamese abbreviation is TTXVN; the English international transaction name is Vietnam News Agency, abbreviated as VNA.
According to Decree 27/2025/ND-CP, the organizational structure of VNA includes:
1. Editorial Board and Foreign Relations.
2. Office.
3. Organizing Committee - Cadres.
4. Planning and Finance Department.
5. Domestic news editors.
6. World news editors.
7. Foreign Affairs news agency.
8. Editorial Board Photo.
9. Economic news editors.
10. Documentary and Graphic Information Center.
11. News and Ethnic Newspaper.
12. Sports and Culture Newspaper.
13. VietnamPlus electronic newspaper.
14. Vietnam News and Law.
15. Le Courrier du Vietnam newspaper.
16. Vietnamese press.
17. News Publishing House.
18. VNA Southern Information Center.
19. VNA Central - Central Highlands Information Center.
20. Digital content and communication center.
21. Information Technology Center.
22. International Cooperation Center for Information.
VNA has a system of VNA Permanent Agencies in provinces and centrally run cities and a system of VNA Permanent Agencies abroad established in accordance with the provisions of law.
The units specified from 1 to 4 above are the units assisting the General Director; the units specified from 5 to 20 and the Permanent Agencies are the information units; the units specified from 21 to 22 are the information service units.
The office has 6 rooms, the Planning and Finance Department has 4 rooms.
VNA has a General Director and no more than 4 Deputy General Directors. The General Director and Deputy General Directors of VNA are appointed, dismissed, or dismissed by the Prime Minister in accordance with the provisions of law.
The General Director is responsible to the Government, the Prime Minister and before the law for all activities of VNA. Deputy General Directors assist the General Director, responsible to the General Director and before the law for assigned tasks.
The General Director appoints, dismisses, removes the head and deputy heads from their positions and stipulates the functions, tasks, powers, organizational structure, and working relationships of affiliated units.
Management of the apparatus organization, number of civil servants and employees, job positions, structure of civil servants according to professional titles; decision on rotation, transfer, appointment, dismissal, resignation, secondment, training, fostering, rewarding, disciplining, severance pay, retirement, salary regime and treatment policies for civil servants and employees under the management of VNA according to regulations.
This Decree takes effect from March 1, 2025, replacing Decree No. 87/2022/ND-CP dated October 26, 2022.
