Minister of Home Affairs Pham Thi Thanh Tra signed Consolidated Document No. 11/VBHN-BNV promulgating a Circular regulating the confirmation of the names of youth volunteer units that have been established and operated in different periods for units that have not yet had their names confirmed.
The name of the youth volunteer unit is the basis for managers and youth volunteer members to request competent authorities to confirm their participation in combat service, participation in combat, building and defending the Fatherland; and to request the settlement of regimes and policies according to the provisions of law.
Criteria for confirming the name of youth volunteer units in different periods include:
Criteria for youth volunteer units participating in the resistance war against France from 1950 to 1954.
Criteria for youth volunteer units tasked with overcoming the consequences of war and building socialism from 1955 to 1964.
Criteria of youth volunteer units in the resistance war against America to save the country from 1965 to 1975.
Criteria for youth volunteer units to build and develop the economy, participate in the war to protect the Fatherland, perform international missions in Cambodia, and help Laos after April 30, 1975.
The authority to confirm the youth volunteer badge is also clearly stated in the circular by the Ministry of Home Affairs.
For youth volunteer organizations established before March 26, 2011: Ministries, ministerial-level agencies, government agencies, and the Central Committee of the Ho Chi Minh Communist Youth Union confirm the name of the youth volunteer unit for the youth volunteer units that they decide to establish or directly manage and use.
The provincial People's Committee confirms the name of the youth volunteer unit for the youth volunteer units established by decision of the provincial, district, and commune levels or directly managed and used by them.
For youth volunteer organizations established from March 26, 2011 onwards, the provisions of Decree 12/2011/ND-CP of the Government on organization and policies for youth volunteers shall apply.
The unit liaison committee, individuals directly involved in performing tasks at the unit or relevant agencies, units, and organizations requesting confirmation of the youth volunteer unit's name are responsible for submitting a set of documents as prescribed in person or by post to the Vietnam Association of Former Youth Volunteers.
This association is responsible for receiving, guiding and supplementing to complete the dossier and sent a written request to the competent authority to consider and decide to confirm the youth volunteer unit.
Within a maximum of 45 working days, the staff agency in charge of personnel organization of the competent authority shall be responsible for appraising the dossier and submitting it to the competent authority for consideration and decision to confirm the youth volunteer unit's name if it meets the conditions for confirmation or respond in writing if the unit does not meet the conditions for confirmation.
This Circular (merging Circular No. 18/2014 and Circular No. 12/2024 amending and supplementing a number of articles of Circular 18) takes effect from February 1, 2025.
