Functions and organizational structure
On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Decision No. 304-QD/TW on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front (VFF).
The Decision clearly states that the Central Committee of the Vietnam Fatherland Front has the function of advising and assisting the Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Executive Committee, the Standing Committees of socio-political organizations at the Central level; advising and assisting the Standing Committee in managing, guiding and coordinating the activities of socio-political organizations and mass organizations assigned by the Party and State at the Central level to implement the provisions of the Law on the Vietnam Fatherland Front, the Charter of the Vietnam Fatherland Front, the charter of socio-political organizations, mass organizations assigned by the Party and State at the Central level and the regulations of the Party and State laws; and is a professional agency in the field of Front work, socio-political organization and coordination of mass work.
Regarding the organization of the apparatus, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (including the Chairman, Vice Chairman - General Secretary, full-time Vice Chairmen) plays a comprehensive leadership and direction role in orientation of activities, management of the apparatus, organization of cadres, management of assets and finances and is responsible to the Party Central Committee, Politburo, Secretariat, Party Committee of the Vietnam Fatherland Front, and Central organizations for all activities of the Central Committee of the Vietnam Fatherland Front.
The Chairman of the Central Committee of the Vietnam Fatherland Front is the Head of the Agency; the Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front is the Permanent Deputy Head of the Agency; the Vice Chairmen of the Central Committee of the Vietnam Fatherland Front are the Chairmen of the Vietnam General Confederation of Labor, the President of the Central Committee of the Vietnam Farmers' Union, the President of the Central Committee of the Vietnam Women's Union, the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, the Chairmen of the Vietnam Veterans' Association are the Deputy Heads of the Agency.
Organizational structure
Regarding the organizational structure, the departments and units that advise and assist in general work include: Office; Organizing and Inspection Committee; Committee for Democracy, Supervision and Social Criticism; Social Work Committee; Propaganda Department; Ethnic and Religious Affairs Department; People's External Relations Department; Mass Association Working Committee; Department of Finance - Planning;
The public service units include: Institute for Training and fostering cadres and Scientific Research; Museum of the Vietnam Fatherland Front, Dai Doan Dai Newspaper.

The Standing Committees of socio-political organizations include: Chairman and Vice Chairmen, for the Central Committee of the Ho Chi Minh Communist Youth Union, the First Secretary and Secretary of the Central Committee of the Youth Union.
Advisory and supporting committees, public service units of socio-political organizations that are units under the Standing Committee of the Central Committee of the Vietnam Fatherland Front ( decided to be established by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, regulating functions, tasks, and internal organizational structure) advise and assist the Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Standing Committee, the Standing Committee, the Executive Committee of socio-political organizations; manage the use of the seal and account of the organization, which is the unit using the budget and budget estimate under the Central Committee of the Vietnam Fatherland Front (an estimate unit of level 1), including:
For the Vietnam General Confederation of Labor: Trade Union Working Committee, Labor Relations Committee, Institute of Occupational Safety and Hygiene Science, Project Management Board, Lao Dong Newspaper, public service units under the Vietnam General Confederation of Labor according to the decentralization of management and ownership (or representative ownership) of the trade union organization in enterprises with capital contributed from trade union financial resources according to the provisions of law.
For the Central Committee of the Farmers' Union: Farmers' Work Committee, Rural Newspaper today, public service units under the Central Committee of the Vietnam Farmers' Union according to the management decentralization and represent capital owners in enterprises with contributed capital (if any).
For the Central Committee of the Ho Chi Minh Communist Youth Union: the Youth Union Working Committee, the Youth and Children's Union, Tien phong Newspaper, Thanh Nien Newspaper, Tien Tien Tien Tien Tien and Nhien Newspaper, public service units under the Central Committee of the Ho Chi Minh Communist Youth Union according to the management hierarchy and representation of capital owners at enterprises with contributed capital (if any).
For the Central Committee of the Women's Union: Women's Affairs Committee, Vietnam Women's Newspaper, public service units under the Central Committee of the Vietnam Women's Union according to the management decentralization and as representatives of capital owners at enterprises with contributed capital (if any).
For the Central Committee of the Veterans Association: Veterans Working Committee, Veterans Newspaper, public service units under the Central Committee of the Vietnam Veterans Association according to the management decentralization and representation of capital owners in enterprises with contributed capital (if any).
Also according to the regulations on organizational structure, the Office of the Vietnam Committee for Catholic Solidarity is decided by the Standing Committee of the Central Committee of the Vietnam Fatherland Front to establish regulations on functions and tasks.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front establishes Advisory Councils, implementing the regime of experts, seconded cadres, and collaborators serving the activities of the Vietnam Fatherland Front to meet practical requirements.
