On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 301-QD/TW on the functions, tasks, and organization of the Vietnam Fatherland Front Committee (VFF) at the provincial and commune levels.
This regulation stipulates the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee of provinces and centrally run cities (collectively referred to as provincial level); the Vietnam Fatherland Front Committee of communes, wards, and special zones (collectively referred to as commune level).
Regarding the staffing of the Vietnam Fatherland Front Committee at the provincial and commune levels, the competent authority shall consider and decide based on the functions, tasks and structure of cadres, civil servants and public employees in accordance with the approved job title and position standards.
For the Provincial Vietnam Fatherland Front Committee Agency, in the immediate future, use the number of civil servants, public employees, and workers and implement staff streamlining in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of staff is basically implemented in accordance with the regulations of competent authorities.
Provisions of the Vietnam Fatherland Front Committee's Office at the commune level: Orient about 8 - 10 positions, including: Chairman, Vice Chairman, civil servant. In the immediate future, more staff can be arranged (including cadres and civil servants of Party agencies, authorities, Fatherland Front, existing district and commune unions, and possibly some provincial-level cadres and civil servants); after completing the job position, after a maximum of 5 years, it must comply with the regulations of the competent authority.
In the process of performing tasks, the Vietnam Fatherland Front Committee of Vietnam at the provincial and commune levels is allowed to use a team of volunteers, collaborators, and volunteer consultants.
Regarding functions, according to Regulation No. 301, the Provincial-level Vietnam Fatherland Front Committee Agency is established by the Standing Committee of the Provincial and Municipal Party Committees, with the function of advising and assisting the Vietnam Fatherland Front Committee and socio-political organizations at the same level; advising and assisting the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level in managing and guiding the activities of socio-political organizations, mass organizations and other member organizations of the Vietnam Fatherland Front to implement the regulations of the Party, State, the Charter of the Vietnam Fatherland Front and the charter of organizations; at the same time, being a professional and technical agency for the work of the Front and the work of trade unions and associations.
The agency of the Vietnam Fatherland Front Committee at the commune level established by the Standing Committee of the commune-level Party Committee has the function of advising and assisting the Committees, the Standing Committee of the Vietnam Fatherland Front at the commune level and socio-political organizations at the commune level in implementing the provisions of law, the Charter of the Vietnam Fatherland Front, the charter of socio-political organizations and relevant regulations of the Party and State (with its own seal and account).
