Socio-political organizations have their own seals and accounts
On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 301-QD/TW on the functions, tasks, and organization of the Vietnam Fatherland Front Committee (VFF) at the provincial and commune levels.
This regulation consists of 3 chapters and 8 Articles, replacing Regulation No. 212-QD/TW dated December 30, 2019 of the Secretariat on functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels. Regulation No. 301-QD/TW takes effect from July 1, 2025.
This regulation stipulates the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee of provinces and centrally run cities (collectively referred to as provincial level); the Vietnam Fatherland Front Committee of communes, wards, and special zones (collectively referred to as commune level).
Regarding the principles of organization, Regulation No. 301 clearly states that the organization of the Vietnam Fatherland Front Agency at the provincial and commune levels is implemented according to the regulations of the Party, the laws of the State, the charter of the Vietnam Fatherland Front and socio-political organizations, ensuring streamlining, clarification of functions and tasks, no overlap, overlap, smooth operation, efficiency, effectiveness and efficiency.
The Standing Committees of Party committees at the provincial and commune levels decide to establish the Provincial and Commune-level Vietnam Fatherland Front Committee Agency in accordance with the characteristics, situation and requirements of the political tasks of each locality according to the principle.
Ensure the leadership of the Party Committee; effectively implement the functions and tasks of the Vietnam Fatherland Front and socio-political organizations operating according to the Charter of each organization and regulations of the relevant Party and State, have their own seals and accounts, ensure the principle of socio-political organizations operating under the Vietnam Fatherland Front, while promoting the effectiveness, proactiveness and creativity of each organization (relating independence); ensure close adherence to the grassroots, manage union members, association members and organize patriotic emulation movements among all classes of people.
In the immediate future, keep the number of deputy heads of departments
The advisory and supporting unit (collectively referred to as the committee) has less than 10 people appointed as the committee head and 1 deputy committee head; 10 or more people are appointed no more than 2 deputy committee heads.
In the immediate future, due to the arrangement and consolidation, the number of deputy heads of the committees will remain the same as at present (including the number of current deputy heads of the Vietnam Fatherland Front Committee, socio-political organizations at the provincial level before the arrangement and consolidation), after 5 years of implementing the number of deputy heads of the committees in accordance with regulations.
Regarding deputy-level leadership, Regulation No. 301 clearly states that the arrangement and assignment of leadership, management, head, and deputy head positions of departments and professional units of advisory agencies and assisting provincial-level Fatherland Front Committees is carried out according to the cadre management decentralization.
Arrange a number of current Vice Chairmen of the Vietnam Fatherland Front and deputy heads of provincial-level socio-political organizations and heads of departments and units of the advisory and support agencies of the Provincial Vietnam Fatherland Front Committee. In the immediate future, the number of deputy heads of existing departments and units can be kept the same after 5 years of implementation according to regulations.
Arrange cadres, civil servants, public employees at the commune level and part-time workers in villages and residential groups to concurrently hold the position of deputy head of socio-political organizations in communes, wards and special zones. When the congress of each organization is implemented according to the instructions of the competent authority.
The number of deputy leaders of the Vietnam Fatherland Front Committee at the provincial and commune levels will be considered and decided by the Standing Committee of the Party Committee at the same level in accordance with local realities.
