Regarding this content, the Government Electronic Information Portal said that the Government issued Decree No. 83/2024/ND-CP which amends the regulations on the number of deputies of agencies and units.
Regarding the number of deputies of the head of a branch of a department under the ministry, according to current regulations in Decree No. 123/2016/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry, Ministerial-level agencies have amended and supplemented a number of articles according to Decree No. 101/2020/ND-CP:
The branch has from 1 to 3 rooms and is assigned 1 deputy; There are 4 or more departments with no more than 2 deputies;
Branches without rooms are assigned no more than 2 deputies.
In addition to the above contents, Decree No. 83/2024/ND-CP supplements the regulation: Ministers and heads of ministerial-level agencies decide or decentralize to decide on the number of deputies of the head of the branch, ensuring On average, there are no more than 3 people per branch when the branch meets one of the following criteria:
To carry out the task of handling administrative procedures 24/24 hours a day according to the provisions of law, civil servants (including department leaders) must be arranged to work 3 shifts/day and assigned from 60 payrolls. civil servant or higher;

Regarding the number of deputies of heads of departments, bureaus, inspectorates, and offices of general departments under the ministry, Decree No. 83/2024/ND-CP amending Points a and b, Clause 5, Article 22 of Decree No. 123/ 2016/ND-CP has been amended and supplemented in Clause 12, Article 1 of Decree No. 101/2020/ND-CP as follows:
a) Departments under the General Department have from 15 to 20 civil servant staff, departments (except local departments), inspectorates, and offices under the General Department have less than 4 organizations with no more than 2 deputy levels;
b) The department under the general department has more than 20 civil servants ; Departments (except for local departments), inspectorates, and offices under the General Department with 4 or more organizations, the Minister and Head of ministerial-level agencies shall decide on the number of deputies of each unit, ensuring equality. No more than 3 people per unit.
