This election has some notable new points, not only in terms of organization but also in the context of the operation of the political system.
Firstly, this is the first time to organize elections in the context of implementing the two-level local government model. The management scope of each administrative unit is broader, the population size is larger, and the requirements for management capacity are also higher.
This directly affects the determination of the structure, allocation of delegates and organization of consultation conferences.
If previously, voter contact or organizing biography talks of candidates took place in a narrow space, now it is necessary to ensure that candidates have conditions to fully access population groups in a wider area. This is an important change, requiring very careful preparation" - Mr. Le Quang Manh said.
Second, digital transformation has become a continuous operating method. However, technology is only a supporting tool, the core is still the responsibility of humans in reviewing, inspecting and being responsible for each stage, each task.
Therefore, along with the deployment of the digital system, training and professional guidance for grassroots officials are particularly important.
Third, the election process is shortened in time compared to previous terms. This shortening does not reduce the strict requirements of each step, but forces relevant agencies to coordinate more smoothly, handle work more scientifically, and avoid overlap.
Fourth, the policy of increasing the number of full-time National Assembly deputies, expected to be 145 deputies at the Central level and 55 deputies at the local level. This reflects the direction of continuing to improve the quality of National Assembly activities...
Focus on 4 key task groups
The Chief of Office of the National Election Council said that from now until the election day, 4 key task groups must be focused on.

First, to improve at the highest level the data management and ensure the voting rights of citizens. Voter lists have been posted, but it is still necessary to continue reviewing and updating population changes until close to election day. The requirement is to be accurate, complete, not to miss eligible people and also not to let errors occur...
Second, organize substantive meetings with voters to mobilize for elections. According to regulations, each National Assembly deputy candidate must conduct at least 12 meetings with voters. Do not let meetings stop at just form.
Third, continue to firmly grasp the area, closely coordinate between forces to ensure comprehensive security and safety. Localities need to review all plans to ensure security and order, fire prevention and fighting, health, communication...
Fourth, standardize the voting and ballot counting process. The election day must be organized seriously and in accordance with the law, from the opening, guiding the process for voters to vote, sealing ballot boxes to ballot counting and making records.
