Accordingly, the payment of extraordinary bonuses under this regulation is decided by the Party Committee, head, and head of the agency or unit according to the management decentralization.
The agency in charge of the content or management of the specialized field or field of work shall advise, propose, and report to the head or head of the agency or unit for consideration and decision according to its authority.
For example: When an individual has achieved results, the commander of the agency or unit must immediately report to the agency in charge of the content or management of the major and field of work of the regimental unit and equivalent or higher.
On the basis of the report and proposal of the rewarding subject management unit, the content of the content or management of the branches and fields of the regiment level and the equivalent or higher, the individual guidance wrote the achievement report; evaluate, verify and evaluate the unexpected work of individuals; coordinate with the financial agencies of the same level report and propose unexpected rewards with the heads, heads of agencies, units and party committees (Standing) agencies and units.
The Party Committee (standing) shall consider and approve; the head of the unit at the regimental level and equivalent or higher shall decide on an extraordinary allowance or propose to the competent authority for an extraordinary allowance.
In case the achievements are clear, it is necessary to promptly encourage: The head of the agency or unit decides on an unexpected bonus or proposes to the competent authority to give an unexpected bonus and reports to the Party Committee (standing) at the nearest meeting.

In case of outstanding achievements discovered by superiors: The detection level can decide according to authority or require the unit to appraise the achievements, decide or propose to the competent authority for an outstanding bonus.
Individuals with outstanding achievements will be rewarded at which level, that level will decide to pay an outstanding bonus. Cases of outstanding achievements are assessed, recognized and commended by the Minister of National Defense, by the agency in charge of content or specialized management of the Ministry's field of work, making estimates, ensuring bonuses and settlement according to regulations.
Previously, the Ministry of National Defense issued Decision No. 1285/QD-BQP on the Regulations on extraordinary bonuses for subjects receiving salaries from the State budget under the management of the Ministry of National Defense.
This Decision takes effect from April 2, 2025, regulating principles, criteria for considering bonuses, bonus levels, procedures for considering extraordinary bonuses for subjects receiving salaries from the State budget under the management of the Ministry of National Defense.
Accordingly, there are 4 bonus levels for individuals with outstanding work achievements including:
Level 1 - equivalent to 2 times the basic salary; Level 2 - equivalent to 4 times the basic salary; Level 3 - equivalent to 6 times the basic salary; Level 4 - equivalent to 8 times the basic salary.
In particular, the bonus level for individuals with outstanding special work achievements is considered and decided by the Minister of National Defense but not lower than 16 times the basic salary.
