On January 11, information from the Government Inspectorate said that in the coming time, this agency will strengthen inspection and examination work in a focused and key direction, focusing on areas prone to violations, corruption, wastefulness, negativity, with many complaints and denunciations, and public concern.
Typical examples include complying with legal regulations on land management and use, land allocation, and land lease for works and projects; changing land use purposes; issuing certificates of land use rights; compensation, support, and resettlement work where key projects pass through; projects and works using state budget capital backlog, prolonged, and at risk of causing loss and waste.
The inspection aims to promptly rectify violations, overcome shortcomings, limitations, inadequacies, and loopholes in the promulgation of policies and laws; investigate and handle corruption, wastefulness, and negativity cases strictly, publicly, and in accordance with the law.
Previously, the inspection sector conducted specialized and unscheduled inspections under the direction of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena related to the field of construction investment, management and land use.
Through inspection, shortcomings and violations have been detected such as: planning approval, projects are not correct, planning adjustments, land use is not close to needs, the project implementation process must be adjusted many times; some localities have partially adjusted detailed construction planning not in accordance with general planning, adjusted detailed planning not within their authority;
Many cases of land allocation and land lease do not conduct bidding or auction of land use rights but immediately apply the form of designated contractor, causing loss to the state budget;
The compensation and site clearance work when the state recovers land still has many inadequacies, is not clear and the actual compensation price is often much lower than the market price, site clearance has been completed for a very long time but compensation money is resolved very slowly.
On the other hand, the compensation money for people is very low, but the business selling price of the enterprise assigned to implement the project is too high; project implementation is slow compared to the approved progress, not fully disclosing the project content, incorrect volume acceptance leading to incorrect payment of increased volume, construction not in accordance with the permit, not being inspected by competent authorities for acceptance work, and the investor has put it into use.
