At the national dissemination conference this morning (December 1) organized by the Politburo and the Secretariat, Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - presented the main and key contents of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
In his presentation, Mr. Le Minh Hung presented a number of contents and orientations related to the arrangement and streamlining of the political system's organizational apparatus.
Reporting at the conference, Head of the Central Organizing Committee Le Minh Hung said that agencies are studying proposals to merge and end the operations of a number of Party agencies in the Central region.
Regarding party committees and organizations, Mr. Le Minh Hung said that he would study and propose merging the Central Propaganda Department and the Central Mass Mobilization Department;
Research and end the activities of the Central Commission for External Relations, transfer the main tasks to the Ministry of Foreign Affairs; part of the work to the Central Party Office;
Research and end the activities of the Central Health Care Protection Board, transfer the task to the Central Organizing Committee, the Ministry of Health and some Central hospitals.
Research and propose transferring the functions and tasks of the Central Council of Theory; the Central Council of Theory and Criticism of Literature and Art; the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics.
Research to end the activities of the magazines of the Central Party Committees, transfer related tasks to the Communist Magazine; focus on building the Communist Magazine as the agency for researching and propagating political theory of the Central Executive Committee;
Study to end the operation of the Communist Party of Vietnam Electronic Newspaper, transfer related functions and tasks to Nhan Dan Newspaper; assign the Central Propaganda Department and Nhan Dan Newspaper to be responsible for implementing the arrangement and streamlining of organization, apparatus and staff.
Research to end the operation of Nhan Dan Television, transfer related functions and tasks to Vietnam Television; focus on building Nhan Dan Newspaper as the mouthpiece of the Central Government, the voice of the Party, State and People; focus on print and electronic newspapers, with budget guaranteed for activities.
Study to end the activities of the Party Committee of the Central Agencies Bloc; establish Party Committees of Party agencies and Central Judicial agencies directly under the Central Government, including Party organizations in Party committees, agencies and units of the Party at the Central Government, the Supreme People's Procuracy, the Supreme People's Court; specialized advisory and support agencies located at the Central Party Office.
Study to end the activities of the Party Committee of the Central Enterprise Bloc; transfer party organizations in corporations, general companies, and state-owned commercial banks to be directly under the Government Party Committee and the Party Committees of some specialized ministries (depending on the scale and importance of the enterprise party committee).
The Government Party Committee will end its activities, and the Government Party Committee will be established directly under the Central Committee, including Party organizations in ministries, ministerial-level agencies, Government agencies, and a number of Party Committees in corporations, general companies, and state-owned commercial banks; there will be a specialized agency to advise and assist in Government agencies. The Party Committees of the military and police will remain the same as they are now.
In addition to the functions and tasks of the central party committee, the Government Party Committee also includes the functions and tasks of the current party executive committee; comprehensively leading and directing the activities of the Government and its subordinate party committees.
Mr. Le Minh Hung said that implementing this plan will reduce at least 4 Party agencies directly under the Central Committee; 25 Party executive committees; 16 Party delegations directly under the Central Committee; and increase 2 Party committees directly under the Central Committee.
