According to the report of the Organizing Committee of Long An Provincial Party Committee, after more than 7 years of implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee, the organizational apparatus in the province's political system has been consolidated and streamlined. After the reorganization, 123 focal points have been reduced, including 4/37 provincial-level focal points, a decrease of 10.8% (compared to the whole country's decrease of 4.2%) and 119/487 department-level focal points and equivalents under departments, branches, sectors, the Vietnam Fatherland Front, provincial socio-political organizations, and district-level People's Committees, a decrease of 24.4%.
Regarding the arrangement of public service units, 124/813 public units were reduced, reaching a rate of 15.25%; 3,225 staff were reduced, reaching a rate of 10.91% compared to 2015. Thereby, contributing to streamlining the apparatus, reducing regular operating expenses, and effectively using headquarters and equipment.
At the online conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee and the Plan of the Provincial Steering Committee on the orientation of innovation and reorganization of the political system, the Organizing Committee of the Long An Provincial Party Committee also reported the orientations of the Standing Committee of the Provincial Party Committee on the policy of reorganizing the political system to be streamlined, operating effectively and efficiently, associated with restructuring the contingent of qualified and capable cadres on par with the tasks according to the direction of the Central Committee.
Mr. Nguyen Van Duoc - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Long An province - said: Regarding the viewpoint, the province implements in a unified and synchronous manner with the Central Government. The Standing Committee of the Provincial Party Committee has decided to establish the Provincial Steering Committee; clearly assigning tasks to each member; and at the same time, has agreed on the implementation contents according to the direction of the Central Government and the actual situation of the province.
For each agency, unit, and locality, urgently review the functions, tasks, and organizational structure; evaluate the staff and civil servants according to job positions, meeting the requirements of new tasks to propose plans to arrange and streamline the internal focal points of agencies, units, and organizations within the scope of leadership and management and implement staff streamlining to ensure the organization is streamlined, suitable to the situation and characteristics of the agency or unit. Review and propose to competent authorities to decide to merge, dissolve, and terminate the tasks of a number of Steering Committees; only retain Steering Committees with truly necessary functions and tasks.
“The implementation of the organization and restructuring of the staff must be associated with ensuring the simultaneous implementation of two important tasks. Firstly, speeding up and making breakthroughs in implementing the socio-economic tasks in 2025, contributing to the goal of implementing the Resolution of the 11th Provincial Party Congress. Secondly, preparing well the conditions for organizing Party congresses at all levels in the province towards the 14th National Party Congress, with the requirement that the new apparatus must be better than the old one and put into operation immediately; not to interrupt work, not to leave gaps in time, not to leave vacant areas and fields; not to affect the normal activities of society and people”, the Secretary of the Long An Provincial Party Committee emphasized.
