News from Dong Thap Electronic Information Portal, on the morning of September 3, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) Tran Tri Quang chaired an online conference to deploy tasks and solutions to improve the effectiveness and efficiency of local government at both levels.
Also attending were Permanent Deputy Secretary of the Provincial People's Committee Party Committee Huynh Thi Hoai Thu; leaders of provincial departments and branches. The conference was connected online to the bridge points of 102 communes and wards in the province.
After 2 months of operation of organizing the two-level local government in Dong Thap province, it has initially shown that the local government operates smoothly and stably, public administrative services are maintained continuously and effectively; the political security situation and social order and safety are maintained.
At the conference, communes and wards raised a number of difficulties and problems in the operation of local government at 2 levels; thereby recommending the province to have instructions on arranging, arranging personnel, recruiting cadres and civil servants with sufficient staff assigned; organize specialized training and development classes, regularly update new legal documents and professional processes for commune-level civil servants, in which priority is given to the field of land, digital transformation and public financial management; soon issue instructions on the functions and tasks of the Public Service Provision Center after the merger.
Chairman of the Provincial People's Committee Tran Tri Quang highly appreciated the serious working spirit and responsibility of departments, branches and localities in implementing the organization of local government at both levels in the past time; directed a number of tasks that need to be focused on in the coming time.
In particular, Mr. Quang requested the Department of Home Affairs to implement policies and regimes for cadres; coordinate with communes and wards to review and arrange cadres, assign tasks clearly, with the right capacity and position. Regarding teacher recruitment, localities must comply with their authority. If there are difficulties, promptly report to the Department of Education and Training for resolution.
For localities to enhance their leadership, direction, and management roles, proactively detect and report arising difficulties and problems to promptly resolve them to ensure the effective operation of the two-level government; promptly advise on ensuring national security and defense, social order and safety of the locality.
