Strictly implement the new conclusions and regulations of the Politburo on personnel work
On August 29, on behalf of the Politburo, the Secretariat, Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 186-KL/TW on the situation and results of the operation of the political system and local government at both levels.
The conclusion stated that at the meeting on August 29, 2025, after listening to the Report of the Central Organizing Committee and the Supervisory Report of the Central Inspection Committee on the situation and results of the activities of the apparatus of the political system and local government at level 2 in August 2025, the Politburo and the Secretariat basically agreed with the contents, proposals and recommendations stated in the Report of the Central Organizing Committee and the Central Inspection Committee on the situation and results of the activities of the apparatus of the political system and local government at level 2 in August 2025.

Assign the Government Party Committee and the National Assembly Party Committee to lead and direct competent agencies to continue reviewing, advising, and perfecting the legal system on the organization and operation of local governments at both levels, creating a favorable legal corridor for localities to implement; guiding and supporting localities in implementing decentralized and delegated tasks in the current period.
Require heads of central departments, ministries and branches to directly lead, advise and propose to remove difficulties, obstacles and legal bottlenecks that have been reviewed according to the conclusions of the Central Steering Committee on perfecting institutions and laws; urgently direct and guide the handling and removal of difficulties and obstacles directly related to the activities of local governments at both levels, not to let work congestion affect the settlement of administrative procedures for people and businesses; assign the Party Committee of the Ministry of Home Affairs to preside over and coordinate with agencies, units and localities to prepare a preliminary report on the assessment of 2 months of decentralization and delegation of authority, propose adjustments, amendments and supplements to shortcomings (if any), report to the Politburo in September 2025.
Advising on the implementation of a unified land price framework after the merger
In Conclusion No. 186-KL/TW, the Politburo and the Secretariat stated: Assign the Government Party Committee to lead and direct ministries, branches and agencies under the Government:
(i) Continue to closely and closely coordinate with provinces and cities in operating local governments at both levels to promptly remove difficulties, especially for socio-economic development projects and programs, and effectively implement local growth targets and targets in 2025.
(ii) Accelerate the integration and connection of the vertical management software system with the local shared system, ensuring synchronization and connectivity, avoiding overlap and disruption of information in actual operations; continue to review and reduce unnecessary file components on the principle of maximizing the exploitation of available data.
(iii) Continue to pay attention to allocating financial resources from the central budget to support the digitization of documents and records; invest in facilities, public housing, and essential information technology equipment in newly established communes, wards, and special zones, especially in mountainous and disadvantaged localities.
(iv) Continue to deploy working groups, send staff to localities to grasp the situation, urge timely guidance and support in the process of operating local governments at 2 levels; research and develop online guidance content, specific instructions step by step, disseminate on social networking platforms, online training systems for commune and ward staff to study and study (especially the processes, standards, standards... to use during the performance of tasks); continue to coordinate in organizing training and professional training classes for commune-level cadres and civil servants in specialized fields to promptly update new regulations, improve skills in performing public duties to meet the requirements in the new situation.
(v) Advising on the implementation of the unified land price framework after the merger, as a basis for implementing compensation and site clearance.
(vi) Research and review shortened processes and procedures for approving the adjustment of the new Provincial and Municipal Planning to promptly meet the socio-economic development needs of localities.
