Ministries, branches, and localities are focusing on arranging and streamlining the internal apparatus and arranging and reorganizing the network of public non-business units.

In Resolution No. 221/NQ-CP, the Government directed the arrangement and streamlining of the internal apparatus of ministries and ministerial-level agencies and the arrangement and reorganization of the network of public non-business units (DVSNCL), educational institutions, health facilities, schools, and hospitals.

Regarding the arrangement and streamlining of the internal apparatus of ministries and ministerial-level agencies and arranging and reorganizing the network of YUs, the Resolution requires ministries and ministerial-level agencies to implement the arrangement of the internal organizational apparatus in sync with decentralization and delegation of power, to be completed in October 2026.

The Ministry of Education and Training and the Ministry of Home Affairs shall preside over and submit to the Government or issue documents under their authority guiding the continued arrangement of public non-public schools, preschool, primary, and general education institutions in communes and wards in localities.

People's Committees of provinces and cities direct to continue arranging public non-business units, preschool, primary, and general education institutions in communes and wards, and local health facilities, to be completed in August 2026.

On August 26, according to the Government Portal, the Ministry of Agriculture and Environment issued Decision No. 3185/QD-BNNMT on the key administrative reform plan for the period 2026-2030 of the Ministry of Agriculture and Environment, which clearly states the tasks of reviewing, arranging civil servants, public employees, arranging VNUs, businesses, higher education institutions, vocational education, and healthcare.

Regarding organizational structure reform, the Ministry of Agriculture and Environment requests to continue to review and improve regulations on functions, tasks and organizational structure, and promptly remove difficulties and obstacles in the operation of the new apparatus.

Continue to guide the functions, tasks, and powers of specialized agencies of the agricultural and environmental sector under the provincial and commune-level People's Committees.

Continue to guide the functions, tasks, powers and organizational structure of VNUs under industries and fields.

Focus on improving the quality and efficiency of the operation of local government organizations at 2 levels, focusing on the field of land, ensuring streamlining, compactness, strength, efficiency, effectiveness, and efficiency.

Improve institutions, mechanisms, and policies to promote thorough decentralization and delegation of power associated with a strict inspection and supervision mechanism;

Review, research, and propose plans to implement the arrangement of VNUs, higher education institutions, vocational education institutions, medical facilities, and state-owned enterprises under the Ministry.

Implementing Resolution No. 221/NQ-CP, the Ministry of Health is presiding over, arranging, and reorganizing in the direction of reducing the number of hospitals and affiliated higher education institutions and reducing the number of forensic and psychiatric examination units.

Along with that, it is to preside over and complete the model of organizing commune-level health stations to ensure the provision of basic health services, primary and essential health care for people right at the grassroots level; identify models and organize and rearrange regional health centers to ensure effective operation and no duplication of tasks.

Coordinate with localities to review and supplement medical personnel, equipment, facilities, and essential medicines for commune-level health stations.

The Ministry of Health will build and complete electronic health records on VNeID and connect health data from commune to provincial levels in October 2026.

The Ministry of Education and Training and localities must complete the arrangement of public non-business units in the education sector before August 30, 2026.
