On August 12, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 131/CD-TTg to the Ministers of the Ministries of Construction, Agriculture and Environment, Finance; Secretaries and Chairmen of the People's Committees of provinces and cities on accelerating the investment progress in the construction of the coastal road system.
According to the plan, our country's coastal road system has a total length of about 2,838 km, formed on the basis of combining national highways and local routes. To date, 1,397 km have been completed and put into operation; over 633 km are under construction; over 808 km have not been invested or are being prepared for investment.
However, the implementation of investment to complete the entire coastal route is not yet synchronous and not seamless, so the overall efficiency of regional and regional linkages of the route is still limited.
The Prime Minister requested localities to identify accelerating investment implementation progress to soon complete the entire coastal road as one of the important political tasks to focus on leadership, direction, management, and allocation of legal resources.
It is necessary to specify the task of completing coastal road projects in the Resolution of the Provincial Party Congress for the 2025-2030 term as a goal to strive for completion.
In particular, Ho Chi Minh City, Hai Phong, Da Nang, Hue, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Vinh Long, Ca Mau, An Giang... direct investors and contractors to review the construction progress, mobilize more machinery and equipment, organize construction in 3 shifts, through holidays and have necessary technical solutions to shorten completion time, improve quality, put projects into operation, ensuring a minimum progress of 3 months.
For projects planned to be completed in 2025, they must be completed by December 19, 2025 at the latest.
Ho Chi Minh City, Hai Phong, Hue, Can Tho, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Dong Thap, Vinh Long, Ca Mau, An Giang... review and prioritize the arrangement of medium-term public investment plans for the period 2026-2030, other legal capital sources to invest and upgrade sections of the route to meet the needs of local socio-economic development.
Speed up investment preparation (especially ODA projects) to implement construction, striving to complete the entire coastal road from Quang Ninh to An Giang before 2030.
The Prime Minister assigned the Ministry of Agriculture and Environment to closely coordinate with localities to promptly remove difficulties and obstacles related to material dumping sites, provide common construction materials, etc. to ensure project implementation progress.
The Ministry of Finance shall preside over and coordinate with relevant localities to review and balance capital sources to support capital allocation for sections of routes that have not been prepared for investment; support localities in speeding up investment preparation of ODA projects expected to be implemented in the 2026-2030 period.
The Ministry of Construction synthesizes, monitors, grasps the situation, proactively urges localities in the process of performing tasks; promptly synthesizes and reports to competent authorities to remove difficulties and obstacles beyond their authority if any.
