On December 5, during the question-and-answer session at the 21st Session of the 16th term of the Hai Phong City People's Council, term 2021 - 2026, Mr. Nguyen Van Tung - Chairman of the City People's Committee said: According to Resolution 1323 of the National Assembly, from January 1, 2025, Hai Phong city has many communes and wards merged and converted. Thuy Nguyen district officially became Thuy Nguyen city, An Duong district became An Duong district; 3 communes An Hong, An Hung, Dai Ban of An Duong district were transferred to wards and merged into Hong Bang district.
In addition, many communes and wards in the city must be merged, from 82 focal points to only 32, a reduction of 50 focal points.
"The number of administrative boundaries of Hai Phong is much more chaotic than other localities" - Chairman of Hai Phong City People's Committee Nguyen Van Tung emphasized.
According to Chairman Nguyen Van Tung, the Resolution of the National Assembly Standing Committee stipulates that people's documents will remain intact; still have legal value, and transactions will still be carried out. The State is responsible for adjusting, changing, and re-issuing when people request. People will not have to pay any fees when carrying out conversion procedures related to new administrative boundaries.
Hai Phong City has issued a plan to direct and assign units to resolve existing problems, such as: Regarding Citizen Identification Cards, the police force has a standing unit to resolve them; Regarding procedures for converting business registration, or converting, reissuing land use right certificates, etc., there will be specialized units to provide specific guidance to the people.
"For officials who are about to reach retirement age and want to retire early before being reassigned, the city will have its own incentive mechanism and policies," said Chairman Nguyen Van Tung.
