The conference gave opinions according to the Working Regulations on the following contents: Results of implementing socio-economic, national defense and security tasks in 2024, tasks and solutions in 2025; Results of implementing a number of urgent and key tasks that need to be carried out from now until the end of the term of the 16th City Party Congress; Project to adjust the General Planning for the construction of Dinh Vu - Cat Hai Economic Zone until 2045; Drafting a Resolution of the City People's Council stipulating specific policies to support emergency relocation for households using houses in old, dangerous apartment buildings and support rent in apartments belonging to public property in the city.
Accordingly, in 2024, Hai Phong City had to face many difficulties and challenges, especially in responding to and overcoming the severe consequences of storm No. 3; the world and domestic economic situation faced many difficulties. However, with the joint efforts, consensus and high determination of the Party Committee, government, army and people, Hai Phong City achieved many important and outstanding results in 2024.
As expected, the city's GRDP growth rate in 2024 will reach 11.01%, ranking third in the country after Bac Giang and Thanh Hoa. Many targets will be achieved and exceeded compared to the set plan; in particular, domestic revenue will exceed the plan by more than 3,000 billion VND; attracting foreign direct investment in 2024 will reach 4.7 billion USD, 2.35 times higher than the set plan.
Many important tasks exceeded the schedule with 10/30 key and urgent tasks, 15 tasks continued to follow the assigned progress such as: Preliminary review of 5 years of implementing Resolution No. 45-NQ/TW, dated January 24, 2019 of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045; Preliminary review of 3 years of implementing Resolution No. 35 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City. The Politburo issued Conclusion No. 96 on continuing to implement Resolution No. 45, with many very specific directions, tasks, and solutions, clear progress, and clear responsibilities.

In addition to the achieved results, there are still targets that have not been met and many shortcomings and limitations that need to be noted to be promptly overcome in 2025; such as: The progress of disbursement of public investment capital is still slow (up to now, reaching 76% of the plan assigned by the Prime Minister, reaching 59.02% of the plan assigned by the city). This is a huge limitation that hinders the overall development of the city.
2025 is the final year of the 5-year socio-economic development plan 2021-2025, preparing to organize Party Congresses at all levels towards the 14th National Party Congress. Regarding the key tasks in 2025, Hai Phong City focuses on a number of tasks: The entire political system focuses on streamlining the organization and staffing. Hai Phong must take the lead, must do it more strongly than the Central, and resolutely before the Central's schedule set in the first quarter of 2025. Especially resolutely carry out the tasks: Hai Phong is exemplary, leading in streamlining the organization and staffing.
The city will choose a high growth option, ensuring economic growth in the 2021-2030 period reaches 13.5% in accordance with Plan 1516. In order to achieve the high growth targets of the 2026-2030 period, Hai Phong determined that in 2025, it is necessary to complete a number of tasks that are basic conditions, a solid foundation for the next stage of breakthrough development, focusing on a number of important tasks:
Establish the Southern Coastal Economic Zone of Hai Phong in 2024; accelerate the establishment of industrial zones that are stuck in procedures and have not been completed for many years; Research and plan underground traffic networks to reserve land funds, ready for future investment; plan locations that can reclaim land from the sea to create new development space; plan suitable locations for Hai Phong to become an energy center;
Establish a new generation Free Trade Zone, to be completed in 2025; Focus on removing difficulties and obstacles to complete the progress of the Coastal Expressway project to open up growth momentum for the Southern Economic Zone of the city.
Develop a green transformation project for Hai Phong City, firstly build Cat Ba into a green island; develop the southern coastal economic zone of Hai Phong in a green and ecological direction; urgently carry out procedures to soon start construction of projects: Tan Vu - Lach Huyen 2 Bridge; Nam Do Son Port; Passenger Terminal and aircraft parking lot of Cat Bi Airport...
