On February 25, the Standing Committee of the Thanh Hoa Provincial Party Committee held a conference to collect opinions on the arrangement of professional agencies at the provincial and district levels, agencies under the Provincial People's Committee and public service units under the Thanh Hoa Provincial People's Committee.
According to the submission of the Standing Committee of the Party Committee of the Thanh Hoa Provincial People's Committee, the Department of Agriculture and Environment was established on the basis of merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment, taking over the task of organizing the apparatus of the Provincial New Rural Development Program Coordination Office. It is expected that after the arrangement, the Department of Agriculture and Environment of Thanh Hoa will reduce 7/24 departments and equivalents, reduce 3/25 affiliated public service units; affect 571 civil servants, 517 public employees and 77 contract workers.
It is expected that after the merger, the Department of Agriculture and Environment of Thanh Hoa will have 1,165 civil servants, public employees and workers. While the current number of cadres of the Department of Agriculture and Rural Development of Thanh Hoa is 970 people, including 464 civil servants and 506 public employees.
Thanh Hoa province will also establish the Department of Construction on the basis of merging the Department of Transport with the Department of Construction. After the arrangement, the Department of Construction reduced 6/17 departments; assigned 135 civil servants, 47 public employees, and 21 contract workers.
Establish the Department of Finance on the basis of merging the Department of Planning and Investment with the Department of Finance, after arranging and reducing 6/17 departments, the payroll assigned 153 civil servants and 6 contract workers. Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications with the Department of Science and Technology, after the arrangement, reduce 3/11 departments and equivalents; reduce 1/3 of public service units, reduce 3/3 units of organizations under the department, payroll to 81 civil servants, 28 public employees, 9 contract workers.
Establish the Department of Home Affairs on the basis of merging the Department of Labor, Invalids and Social Affairs with the Department of Home Affairs; after the arrangement, reduce 4/14 departments and equivalents, reduce 5/5 units of the organization under the department, increase 1 public service unit, pay 101 civil servants, 112 public employees, 101 contract workers. Establish the Department of Ethnic Minorities and Religions on the basis of merging the Ethnic Minorities and Religious Minorities, after being arranged to increase 1 department; affect 36 civil servants and 4 contract workers.
In addition, departments and a number of other agencies transferred, received tasks or reorganized, including: Department of Health, Department of Education and Training, Department of Culture, Sports and Tourism, Department of Industry and Trade, Department of Justice, Department of Foreign Affairs, Provincial Inspectorate, Office of the Provincial People's Committee, Nghi Son Economic Zone Management Board and Industrial Parks; ended the operation of the Thanh Hoa Investment, Trade and Tourism Promotion Center.
After the arrangement, Thanh Hoa province reduced 5 departments (due to merger); 1 public service unit under the Provincial People's Committee; 10 public service units under the departments; 35 departments and equivalents; 4 departments under special administrative organizations. For the district level, reduce 52 departments under 26 district-level People's Committees.
Regarding human resources, it is expected to reduce 5 people holding the position of department directors; 15 people holding the position of deputy department directors; 35 department heads at the department level; 52 department heads under the district-level People's Committee; 104 deputy department heads under the district-level People's Committee. Compared to the staffing quota assigned in 2025, after the arrangement, the number of civil servants decreased by 92 people, and public employees decreased by 176 people.
