According to Resolution No. 60-NQ/TW of the 13th Party Central Committee on the arrangement of provincial-level administrative units, Ha Nam, Nam Dinh and Ninh Binh provinces will be merged, named Ninh Binh province, the political - administrative center located in Hoa Lu city (current Ninh Binh province).
According to the project of consolidation of Ha Nam, Nam Dinh and Ninh Binh, after the consolidation, Ninh Binh province has 129 administrative units at the grassroots level (97 communes and 32 wards) with a natural area of 3,942.6 km2, reaching 112, 645% according to the standards of the Red River Delta and reaches 262, 84% according to the standards of the central city. The population size of 3,818,700 people, reaching 272.64% according to the standards of the province in the Red River Delta and reached 763.74% according to the standards of the city directly under the Central Government.
Regarding the plan to support means of transportation from the old province to the new provincial Political - Administrative Center and accommodation costs for cadres, civil servants, public employees and workers after the arrangement of provincial-level administrative units and the plan to arrange public housing for cadres, civil servants, public employees and workers.
Immediately after completing the arrangement of provincial-level administrative units, the Provincial People's Committee submitted to the Provincial People's Council to issue a Resolution to support means of transportation, accommodation costs for cadres, civil servants, public employees and workers according to the provisions of the State Budget Law and guiding documents to meet the assigned requirements and tasks.
According to the representative of the Ninh Binh Provincial People's Committee, the province is currently implementing the construction of the Ninh Binh Provincial Guest House Construction Project, in the center of Hoa Lu city with a total area of nearly 12,000m2.
The total investment of the project is 170 billion VND from the provincial budget. The scale of investment in the project includes: 8-storey guest house; 2-storey conference house; rotating staff house (including 2 blocks of houses A and B) built in the style of villas; dining room and other auxiliary works. The project is expected to be completed and put into use in 2026.
"The guest house in Ninh Binh province is invested and built to meet the scale of the 3 -star hotel, meeting the requirements of public houses for officials of the Central Government to manage the rotation to the province, officials under the Standing Committee of the Provincial Party Committee to manage the rotation from the district and city to the province. At the same time, welcome central, domestic and international delegations, serve conferences, conferences and political events of the provincial People's Committee."
