Minister of Home Affairs Pham Thi Thanh Tra emphasized the above at the meeting of the Standing Committee of the Government and Government Party Committees on assessing the situation after 2 months of operating the 2-level local government on the afternoon of August 23.
Regarding the organization of the apparatus and the payroll, Minister Pham Thi Thanh Tra said that in the first phase, we will implement it in the direction of "learning", that is, adjusting the payroll from the district level to the commune level according to temporary instructions. Accordingly, each commune-level administrative unit must have at least 60 cadres and civil servants.
However, in reality, there are 200 cadres and civil servants in some places, only about 50 people in some places, there is a situation of "over and overloaded", there is a lot of surplus in some positions, but there is a shortage of human resources in important areas such as land, justice, accounting, finance, etc.
According to Minister Pham Thi Thanh Tra, after the arrangement, the streamlining target has achieved remarkable results. When the operation of local government at both levels was initially stable, it is now necessary to calculate scientifically and carefully to determine the number of positions based on job positions.
The Ministry of Home Affairs is advising and reporting to the Government Party Committee to submit to the Politburo on strict principles in determining the payroll, based on the following criteria: Population size, natural area and socio-economic scale of commune-level administrative units (communes, wards, towns).
Currently, the Ministry of Home Affairs and related units are urgently working day and night to soon complete the standards of administrative units and classify administrative units. From the classification of administrative units, the job position, staffing, and organizational structure will be determined appropriately.
"In the future, there may be wards with large population and economy, needing more specialized departments, not just 2 economic and social departments as at present. Other population scales and other economic scales cannot be worn a common coat" - the Minister gave an example.
According to Minister Pham Thi Thanh Tra, it is expected that there will be about 26 - 28 jobs at the commune level, but for how many people there are jobs, it will depend on the characteristics of the population, area, and socio-economic situation of each place.
Regarding decentralization and delegation of power, Minister Pham Thi Thanh Tra also frankly said that decentralization and delegation of power have been implemented quickly in a short time, so many localities are still confused when receiving new tasks. There are contents that have been decentralized but have not been implemented.
Therefore, the Minister suggested that ministries, especially those managing key areas such as Agriculture and Environment, Finance, etc., need to strengthen guidance and support localities to ensure decentralization and delegation of power are practical.
Minister Pham Thi Thanh Tra said that in the coming time, the work of evaluating and screening cadres will be strictly implemented based on specific tools and criteria, associated with work efficiency. This requires each cadre to make more efforts to meet the requirements of the tasks in the new situation.
Currently, the Ministry of Home Affairs is focusing on developing and completing nearly 10 new decrees to submit to the Standing Committee of the Government Party Committee and the Politburo to serve as a basis for continuing to effectively implement the 2-level local government model, while overcoming difficulties and obstacles in organizing the apparatus, staffing and operation of local governments.
