In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units and local government organizations at both levels is a revolution in organization and rearrangement of painted cities to equip new luggage, create new momentum and motivation for the whole country to enter a new era of strong, civilized, prosperous development.
The Prime Minister directed to continue reviewing and immediately removing difficulties and obstacles so that the administrative unit apparatus, especially at the commune level, can operate smoothly, ensuring efficiency, effectiveness and efficiency.
Regarding institutions, the Prime Minister requested ministries and branches to, based on existing laws and resolutions, continue to review, supplement, adjust, ensure sufficient legal basis and regulations to have a basis and basis for implementation.
Agencies focus on resolving administrative procedures for people and businesses, not leaving them behind or delayed; this must be given top priority, completely resolving problems, this is also a resource and driving force for development.
Regarding organization and staffing, the Prime Minister assigned the Ministry of Home Affairs to continue to guide how to make it most suitable, smooth, and efficient; agencies conduct a comprehensive review, classify, and soon supplement any missing positions.
Regarding the increase of cadres of ministries and branches to localities, the Prime Minister requested that based on local needs, cadres should be arranged to ensure reasonableness on the basis of local coordination, avoiding waste, avoid omission and overlap.
Relevant agencies must completely resolve and complete the payment of regimes and policies for cadres, civil servants and public employees who retire after the arrangement according to regulations, no later than August 30, must comply with the direction of the Politburo.
The head of the Government directs the Ministry of Finance to preside over and continue to guide and organize the effective exploitation of existing facilities, ensuring reasonableness and science, avoiding waste, but also not leaving difficulties or shortages of facilities.
If it is necessary to propose, if there is a surplus, it must be transferred and supplemented, and at the same time, continue to guide localities on shopping, financial revenue and expenditure, and budget.
Regarding information infrastructure and digital infrastructure, there are still problems, broken investments, many focal points, the Prime Minister requested the Ministry of Science and Technology to take the lead, ensuring smooth connection, one system.
Ministries and branches must have a database of their ministries and branches, the spirit of being "correct, complete, clean, and vibrant; technology corporations and enterprises must actively participate to complete this infrastructure.
For 17 ministries and branches with administrative procedure systems, they must be connected, unified, and interconnected with each other.
Regarding the toolkit for measurement, evaluation and supervision, the Prime Minister requested the Ministry of Science and Technology to complete before September 10.
The Government Inspectorate and the Inspection Committee of the Government Party Committee must proactively intervene, periodically report to the Government and the Standing Committee of the Government Party Committee; promptly commend and reward units, collectives and individuals who do well, as handle organizations and individuals who intentionally cause obstacles and bottlenecks in the development process.
