The Government has just issued Decree No. 307/2026/ND-CP stipulating the selection, recognition, and policies for prestigious people in ethnic minority (DTTS) areas and policies for visiting, congratulating, giving gifts, encouraging, meeting, praising, and honoring a number of ethnic minority organizations and individuals.
Reputable people are selected from the following subjects:
1. Village elders, clan heads, people who are regularly invited by ethnic minorities to perform traditional rituals or good religious rituals of the community, ethnic group, clan, village.
2. Officials, dignitaries, and monks in religious organizations who have been recognized by the State.
3. Cadres, civil servants, public employees, officers, non-commissioned officers, professional soldiers, soldiers, defense civil servants, workers and defense personnel, people working in cipher organizations under the People's Army, officers, non-commissioned officers, soldiers and workers of the People's Police who have worked for many years and have contributed to the community, nation, and country.
4. Party Secretary, Village Head, Head of the Village Fatherland Front Committee, Head of the Security and Order Protection Team, Village Military Commander.
5. Intellectuals, intellectuals, businessmen, artisans, educators, doctors, physicians, workers, good farmers, typical women, typical youth are trusted by the majority of compatriots.
People with prestige must meet the criteria, including being typical people, making many contributions to patriotic emulation movements, building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas, protecting security and order, preserving cultural identity and building the great national unity bloc.
Every year, prestigious people are trained, fostered, and provided with information in appropriate forms on guidelines, policies, laws, national defense, security; socio-economic and cultural development; ethnic affairs and ethnic policies; knowledge, skills to exploit, use, and process information on the Internet, social networks and skills for mediation, propaganda, and mass mobilization.
Reputable people are awarded (free of charge): A press publication (1 copy/person/issue/month) of a central-level press agency with the aim, purpose, and task of providing in-depth information and propaganda on ethnic affairs, ethnic policies, beliefs, and religions.
In addition, there is also a provincial press publication (1 copy/person/issue/month) or other types of information provision decided by the province.
The People's Committees of provinces and cities (collectively referred to as provinces) direct and organize the implementation of policies to provide material support and encourage the spirit of reputable people as follows:
Visiting and giving gifts on the occasion of Lunar New Year, Tet or traditional festivals of ethnic minorities; maximum 3 times/person/year; spending level of 1,000,000 VND/person/time.
Visiting and supporting reputable people who are sick no more than once a year. The actual expenditure level is a maximum of 5,000,000 VND/person when treating diseases at the level of specialized medical examination and treatment; 3,000,000 VND/person when treating at the level of basic medical examination and treatment; 1,000,000 VND/person when treating at the level of initial medical examination and treatment.
Visiting and promptly supporting reputable households facing unexpected difficulties due to incidents, natural disasters, and fires that cause loss of life (death, missing, seriously injured), they will be visited for 5,000,000 VND/person; if property damage is confirmed by the commune-level People's Committee where they reside, determining the extent of damage, they will be visited according to reality, up to 5,000,000 VND/household/time (not exceeding 10,000,000 VND/household/year).
Visiting and encouraging when a reputable person or relative in the family (born child, adopted child, wife, husband, biological father, biological mother, adopted father, adopted mother, father-in-law, father-in-law, mother-in-law, mother-in-law) dies: 1,000,000 VND/case.
