On March 1, according to the Ministry of Public Security's Electronic Information Portal, at the announcement ceremony, the leaders of the Department of Organization and Personnel announced and promulgated the Government's Decree on the functions, tasks, powers and organization of the Ministry of Public Security; Decisions of the Minister of Public Security.
Accordingly, on February 18, 2025, the Government issued Decree No. 02/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.
The Government has approved the proposal of the Ministry of Public Security on reorganizing the Department of Security Industry and the Institute of Science and Technology into the Department of Security Industry. The Decree takes effect from March 1, 2025.
To implement, on February 28, 2025, the Minister of Public Security issued Decision No. 1185/QD-BCA regulating the organization of the Department of Security Industry. The organizational apparatus includes 7 department-level units and 6 companies directly managed and directed by the Department of Security Industry. Major General Luu Hong Quang holds the position of Director of the Department of Security Industry.
Speaking at the ceremony, Minister Luong Tam Quang emphasized: This is an important milestone, demonstrating the special attention and care of the Party, State, Central Party Committee of the Public Security (CATW), Ministry of Public Security to develop the Security Industry Department to truly become the spearhead of national industry in the new era, the era of national development.
To meet the requirements and tasks in the new situation, Minister Luong Tam Quang suggested that the Party Committee of the Security Industry Department should unify the awareness among all leaders and staff of the Department about the glorious responsibility in the new revolutionary period to strongly innovate thinking, working methods and methods of action.
The Minister emphasized that to do so, from the first day of establishment, there must be a specific program and plan for each leader and cadre with specific and practical product work and goals and contributions;
Prepare conditions to advise, the core implementation of the Project to build a Department of Security Industry in the era of national development and growth after being approved by the Politburo.
As a model and a pioneer in implementing Resolution No. 57 of the Politburo, the CATW Party Committee has submitted to the Politburo a project to build a Department of Security Industry in the era of national development and growth with the goal of 2045.
Promote scientific and technological innovation research activities. Focus on researching and mastering strategic technology; promote cooperation in technology transfer as a core for the development of the Security Industry Department.
Minister Luong Tam Quang believes that with the high determination and great responsibility of the Party Committee, the Department's leaders and the entire team of leaders, cadres, scientists, and intellectuals, along with the close coordination of the units, the Department of Security Industry will successfully complete its tasks, developing the Department of Security Industry to meet the requirements of the CATW Party Committee and the Ministry of Public Security.
Also at the ceremony, Major General Luu Hong Quang - Director of the Department of Security Industry sent his deep gratitude and seriously accepted the Minister's instructions and assignments.
