Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Directive No. 48-CT/TW of the Secretariat on leadership of the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term.
In this directive, the Secretariat requires Party committees and Party organizations at all levels to focus on leading and directing the implementation of a number of tasks well. In particular, the Secretariat requires careful preparation of documents to be submitted to congresses at all levels.
The Secretariat requires a good organization of the consultation of the Vietnam Fatherland Front at all levels, socio-political organizations, member organizations and people of all walks of life on the core contents of the Draft Political Report.
Regarding personnel work, the Secretariat requires Party committees and Party organizations to lead and direct the preparation of personnel work well, ensuring comprehensive, direct and regular leadership of Party committees and organizations, in accordance with the regulations of the Party, the State, the Charter of the Vietnam Fatherland Front, the charter of socio-political organizations, and mass associations.
Build the Vietnam Fatherland Front Committees at all levels for a new term to truly be the center of the great solidarity bloc, with innovative thinking and the ability to organize implementation; ensure inheritance and development; strengthen important localities and fields; have a structure and ratio suitable for non-Party people, ethnic groups, religions, intellectuals, artists, scientists, businessmen, outstanding domestic and overseas Vietnamese.
Party committees at all levels thoroughly grasp and strictly implement the Central's direction, assign and introduce Party secretaries or deputy secretaries to participate in the Vietnam Fatherland Front Committee at the same level; assign Party committee members at the same level to be heads of socio-political organizations.
For provinces and cities with 3 or more deputy secretaries, assign and introduce 1 comrade for early election as chairman of the Fatherland Front Committee, 1 comrade of the Standing Committee as the standing vice chairman of the Fatherland Front Committee. For provinces and cities that have arranged 2 deputy secretaries, they will assign and introduce members of the Standing Committee to be elected as chairman of the Fatherland Front Committee.
Regarding the number of members of the Vietnam Fatherland Front Committee at all levels: Central level 400 - 500 people, provincial level 90 - 120 people, commune level 50 - 70 people. Some large and specific areas are implemented according to the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.
The Directive clearly states that the Party Committee of the Fatherland Front and Central organizations lead and direct Party Committees of central socio-political organizations to focus on leading and directing the preparation of good congresses at their level; guide, urge, inspect the preparation and successful organization of congresses of socio-political organizations at the provincial and commune levels.
Regarding the implementation time, Directive 48-CT/TW clearly states that the Congress of the Vietnam Fatherland Front will be held after the congress of the Party Committee at the same level; the commune level will complete before October 31, 2025; the provincial level will complete before December 31, 2025.
The Congress of socio-political organizations will take place right after the Congress of the Vietnam Fatherland Front at the same level. The National Congress of the Vietnam Fatherland Front for the 2026-2031 term will be completed in May 2026; the National Congress of socio-political organizations will be completed in June 2026.
