The number of leaders reduced needs to be carefully considered to ensure the effective leadership of the new organization. Professional departments will have to cover more areas, requiring close coordination between departments and requiring in-depth expertise, broad understanding and high concentration of leaders and experts.
Nghe An Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Department of Finance and the Department of Planning and Investment to develop a detailed plan for the merger, including the arrangement of personnel, facilities and other related issues. The merger process must ensure that the operations of agencies are not interrupted, while creating favorable conditions for cadres, civil servants and workers in the transition process.
The merger of the Department of Finance and the Department of Planning and Investment is expected to improve the quality of advisory work for the Provincial Party Committee, People's Council and Provincial People's Committee; ensure a streamlined apparatus, effective and efficient operations; and at the same time meet the requirements of socio-economic development of the province in the new period.
