The purpose of the plan is to identify key tasks and a roadmap for implementing the Politburo's policy on summarizing Resolution No. 18-NQ/TW and arranging and perfecting the organization of the political system to be streamlined and operate effectively and efficiently.
The plan of the Standing Committee of Hung Yen Provincial Party Committee has developed a project to merge and consolidate a number of specialized agencies under the Provincial People's Committee and District People's Committees according to the orientation in Plan No. 141/KH-BCDTKNQ18 dated December 6, 2024 of the Steering Committee on Summarizing the implementation of Resolution No. 18-NQ/TW (Steering Committee of the Government).
For provincial level:
+ Merge the Department of Planning and Investment and the Department of Finance into the Department of Finance and Development Investment or the Department of Economic Development (according to the name of the governing Ministry after the merger) to perform the state management function in the sectors and fields currently assigned to the Department of Planning and Investment and the Department of Finance.
+ Merge the Department of Transport and the Department of Construction into the Department of Infrastructure Development or the Department of Transport and Urban and Rural Construction (according to the name of the governing Ministry after the merger) to perform the state management function in the sector and field currently assigned to the Department of Transport and the Department of Construction.
+ Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Natural Resources and Environment (under the name of the governing Ministry after the merger) to perform the state management function in the sectors and fields currently assigned to the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
+ Merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science, Technology and Digital Transformation or the Department of Science, Technology, Digital Transformation and Communications (according to the name of the governing Ministry after the merger) to perform the state management function in the sector and field currently assigned to the Department of Information and Communications and the Department of Science and Technology.
+ Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor (under the name of the Ministry in charge after the merger); at the same time, transfer the state management function of vocational education to the Department of Education and Training, transfer the state management function of social protection, children, and prevention and control of social evils to the Department of Health.
+ The Department of Education and Training proactively coordinates with the Department of Labor, War Invalids and Social Affairs to take over the functions and tasks of state management of vocational education transferred from the Department of Labor, War Invalids and Social Affairs.
+ The Department of Health proactively coordinates with the Department of Labor, War Invalids and Social Affairs to take over the functions and tasks of state management of social protection, children, and prevention and control of social evils transferred from the Department of Labor, War Invalids and Social Affairs.
+ Research and propose the arrangement of a number of other departments, branches, sectors and units to ensure streamlining; at the same time, continue to arrange the internal organizational structure of departments, branches and sectors not subject to the above arrangement towards streamlining, effective and efficient operations; consider cutting down on intermediary and administrative service focal points, limit the establishment of departments and branches; the arrangement of staffing of administrative organizations must comply with regulations.
