Ho Chi Minh City promotes the practice of thrift and combating waste in many areas, from budget management, public assets to resource exploitation and administrative reform.

The Ho Chi Minh City People's Committee has just issued a plan to strengthen the practice of thrift and combat waste in the area.

The city aims to strictly manage revenue sources, promote the fight against budget losses and reform tax policies. At the same time, the work of forecasting, preparing and allocating budget revenue and expenditure estimates will be improved, strictly controlling the use of budget and public assets.

In particular, Ho Chi Minh City will focus on handling key projects with long-term problems, especially projects using ODA, BOT, and BT capital with low efficiency, causing loss and waste. Projects that are no longer consistent with the conclusions of the authorities will also be reviewed to have a direction for handling, ensuring progress and quality of public investment.

The city also focuses on sustainable management and exploitation of natural resources, especially land, to minimize loss and negative impacts on the environment. Supervision of planning and land use will be enhanced by applying information technology and publicizing planning transparency according to regulations.

In addition, Ho Chi Minh City will inspect and review projects that are slow to be implemented, propose solutions to remove difficulties to speed up progress, and avoid land waste while the demand is high.

The use of public assets will be controlled through modernization of management and connection of data to the national system. Ho Chi Minh City will conduct a general inventory of public assets, especially headquarters and infrastructure that are not used effectively to take appropriate measures to avoid loss of state assets.

The city aims to complete the restructuring of state-owned enterprises, improve operational efficiency, financial capacity and innovate governance. Auditing, inspection and supervision of capital and asset management at state-owned enterprises will be promoted to promptly detect and handle waste and loss cases.

Ho Chi Minh City also promotes the review and streamlining of the government apparatus in the direction of reducing units, improving operational efficiency and increasing autonomy of public service units. The process of streamlining the payroll will continue to be seriously implemented according to the 2021-2026 roadmap.

Publicity and transparency of public service activities are also a focus, aiming to improve the responsibility and work efficiency of cadres and civil servants. The city will tighten labor discipline and closely monitor working hours to ensure work efficiency.

In particular, Ho Chi Minh City will promote the application of information technology and digital transformation in handling administrative procedures, creating favorable conditions for people and businesses. Licensing will shift from traditional censorship to automatic licensing based on digital data, reducing time and costs for society.

To ensure the effective implementation of the above goals, inspection, examination, supervision and auditing work will be strengthened, focusing on areas prone to loss such as land, public investment, construction and public finance.

The city will strictly handle organizations and individuals who violate the law, recover lost assets, strictly implement the conclusions and recommendations of the authorities.
